City of Waverly City Council met Nov. 6.
Here are the minutes provided by the council:
1. Call to Order and Roll Call.
Mayor Duewer called the meeting to order at 7:00 pm. Present were: Alderman Campbell, Alderman Lyons, Alderwoman Robinette and Alderman Smith. Alderman Baines came in at 7:10 pm. Alderman Nagel was absent.
2. Pledge of Allegiance
3. Comments from the Floor
Dave Melosi – Waverly Gas Mart video gaming. Mr. Melosi inquired about the process for having video gaming machines placed in the Wavely Gas Mart and the local licensing requirements. The City Clerk reported that, according to the Illinois Gaming Board, the Waverly Gas Mart could keep their existing local license and just add the gaming machines upon the receipt of the appropriate licenses from the State of Illinois. Mr. Melosi disputed that and stated the State of Illinois requires a “pour only” license. The discussed was tabled until the December meeting pending the gathering of additional information from the State of Illinois.
Carl Bell – issues with City. Mr. Bell stated that he feels harassed due to complaints that have been filed regarding the use of a generator at all hours. The Mayor stated that there are rules regarding disturbing the peace and being respectful of neighbors and the time of day/night he uses the generator. Mr. Bell stated he will try but needed to run his generator. The situation will continue to be monitored.
Bill Jones – expressed concern regarding young kids riding motor scooter, boards and the safety of such. He wanted the Council to be aware of his concerns
4. Approve Open Meeting Minutes from the October 1, 2024 Regular Meeting
Alderwoman Robinette moved, second by Alderman Campbell to approved the minutes as presented. All present vote aye.
5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer
Alderman Baines moved, second by Alderwoman Robinette to approve all reports as presented. Al present voted aye.
6. Pay October Bills Due in November 2024
Alderman Campbell moved, second by Alderwoman Robinette to pay all bills as presented. All present voted aye.
7. Utilities, Streets and Alleys
John Lyons reported that he and his crew have been very busy with several projects, including but not limited to, several water leaks, replacement/adding culverts and adding two new gas valves.
8. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.
Alderman Smith moved, second by Alderman Baines to enter Executive Session at 7:25 pm. All present voted aye.
Alderman Lyons moved, second by Alderman Baines to re-enter Open Session at 7:33 pm. All present voted aye.
9. Municipal
On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance. NO NEW MOVEMENT.
10. Finance
Second Reading of Ordinance 24-07 for the FY2025 Tax Level for the City of Waverly, Morgan County, Illinois. No additional/changes were suggested and the City Clerk will prepare the ordinance for final approval at the December Council Meeting.
11. Parks, Lakes, and Recreation
On-going discussion. Discussion and possible action regarding the IDNR, Open Space Lands Acquisition and Development (OSLAD) grant process. Benton and Associates were approved to begin the OSLAD Grant Application in July 2023. This is an on-going project for one (1) to nine (9) years.
**NOTE: Greg Hillis, Benton and Associates submitted our grant application on September 15, 2023. The City of Waverly was NOT awarded the OSLAD grant for this year (2024)
On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). We have been approved to received $90,000. The process has begun, the Clerk will provide updates as they are received.
** The project is complete and all necessary forms have been presented to the State of Illinois and pending approval, receipt of the grant funds.
Discussion regarding use of Waverly Lake during hunting (duck and deer) season and making people aware of such (signage, notice, etc.). Mayor Duewer has spoken with John Lyons and signage will be placed at Waverly Lake.
12. Police
Chief Berola reported that there have been may hours logged by his department. An arrest was made in a case involving theft of property. Chief Berla also meeting a bicycle safety course he presented at the Methodist Church as well as working with the Waverly School District to have a similar curse in early Spring.
13. Committee Reports
None
14. Zoning
Chairman Houchins reported three new persons who have expressed interest in joining the Zoning Committee. Chairman Houchins will bring the names to the Council at the December meeting.
15. Old Business
On-going Discussion. Continuing discussion regarding the safe operation of E-Bikes, All-Terrain Vehicles, Scooters, Off Highway Motorcycles, etc. This issue will remain on the agenda
Discussion and possible approval of Ordinance 24-06: An Ordinance Amending Ordinance 22-05.
Alderman Lyons moved, second by Alderman Smith to approve the ordinance as presented. All present voted aye.
Discussion and possible approval of a dumpster for “Metal Only” pick up. The issue was tabled until the December meeting.
16. New Business
Alderman Baines moved, second by Alderman Smith to approve the 2025 Meeting Schedule as presented. All present voted aye.
Alderwoman Robinette moved, second by Alderman Baines to approve the 2025 Holiday Schedule. All present voted aye.
17. Adjourn
Alderman Smith moved, second by Alderwoman Robinette to adjourn at 7:58 pm. All present voted aye.
