City of Pittsfield City Council met Jan. 21.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, January 25, 2025, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderperson Bill Grimsley, Paul Lennon, Christ Little, Robert Ritchart, Beth White, Robert Wilson, and Kevin Wombles. Alderperson Kevin Ketchum was absent.

Alderperson Lennon moved to approve the January 7, 2025, city council minutes.

Alderperson Grimsley seconded the motion.

Roll Call: Yea: Grimsley, Lennon, Little,

Ritchart, Wilson, Wombles (7)

Nay: NONE (0)

Present: White (1)

The motion carried.

Mayor’s Announcements:

A meeting was held with Make My Move to discuss an extension of the contract. Brittney, Economic Development Director, will continue discussions and negotiations with the organization.

A meeting was held with Mayor Mendenhall, Heather Veile from IMGA, Alderman Wilson and Clerk

Moffit in reference to gas prices for the recent cold temperatures.

Mayor Mendenhall had a meeting with Ameren regarding electric vehicle charging stations. They will prepare an EV Readiness Guide for us.

Ameren will also present a program that will replace old tube light fixtures to convert to LEDs using

Ameren Program to save approximately 70%.

Mayor Mendenhall and Tom Reinhardt met with the Jill Street residents to discuss sewer issues.

A proposal was received from Petty Construction in reference to a development proposal. Mayor will meet with Steve Kline from the Economic Development Group and discuss with council after.

Mayor Mendenhall will be out of town from January 24 – February 3, 2025. Kevin Wombles will be Mayor Pro Tem.

Alderperson Ritchart moved to approve the December 2024 Treasurer’s Report.

Alderperson White seconded the motion.

The motion carried.

The Public Safety Committee met tonight. Chief Starman informed the committee that Officer Hubbard has tendered his resignation as a full-time officer. Also, there will be a meeting tomorrow with Pikeland School Administration to discuss the addition of an additional School Resource Officer.

The Ordinance Committee did not meet due to lack of a quorum.

Alderperson Wombles moved to approve Ordinance No. 1742 An Ordinance Approving the annexation of certain territory contiguous to the City of Pittsfield, Pike County, Illinois, on its second reading by title only.

Alderperson Ritchart seconded the motion.

Alderperson White moved to approve Ordinance No. 1743 An Ordinance Implementing a Non-Home Rule Municipal Retailers’ Occupation Tax and a Non-Home Rule Municipal Service Occupation Tax, on its second reading by title only.

Alderperson Lennon seconded the motion.

Alderperson Ritchart moved to approve the a draft ordinance amending the City of Pittsfield Building Code Ordinance.

Alderperson Wilson seconded the motion.

Alderperson Lennon moved to approve the Murph to be hosted by David and Ashli Freesmeyer at Pittsfield Lake on May 26, 2025.

Jill Street Project – No action.

Alderperson Ritchart moved to pay bills as stated by City Clerk.

Alderperson Grimsley seconded the motion.

The motion carried.

New Business:

Mayor Mendenhall gave an update on the City Hall expansion, including the current budget status.

Alderperson Ritchart asked if hydrants would be flushed. Mr. Reinhardt stated that we do that annually.

Alderperson White recommends that we review the holiday schedule.

Alderperson Wilson noted that gas rates have not increased since September 2022.

Tom Reinhardt noted that the snow route has worked very well.

There was a water main break on Fayette that was repaired.

A gas service is set to be installed at Kellogg Street

Brittney Emerick, noted that she has created a Facebook post asked for info updates from all city businesses.

Alderperson Whtie moved to adjourn this meeting at 6:27 p.m.
