The Jacksonville City Council Meeting was called to order at 7:24 p.m. by Mayor Andy Ezard in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.
ROLL CALL: The following answered present: Aldermen Don Cook, Kent Hannant, Brett Henry, Joe Lockman, Lori Large Oldenettel, Alison Rubin de Celis, Aaron Scott, Darcella Speed, and Mary Watts; Mayor Andy Ezard; Assistant City Attorney Jeff Soltermann; City Clerk Angela Salyer. Absent was Alderman Eren Williams and City Attorney Dan Beard. A quorum was declared.
MINUTES: Motion was made by Watts, seconded by Oldenettel, to accept the January 13, 2025 Minutes as presented in advance. By voice vote, motion carried.

CITY ATTORNEY’S REPORT:
1. Resolution authorizing execution of the Collective Bargaining Agreement between the City of Jacksonville and Jacksonville Fire Fighters Association, Local 637, Term January 1, 2025 through December 31, 2029. Motion was made by Cook, seconded by Scott to accept the resolution. ACA Soltermann read the resolution as proposed.
2025-R-006 Be it resolved by the City Council of Jacksonville, Morgan County, Illinois that a RESOLUTION AUTHORIZING EXECUTION OF COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF JACKSONVILLE, ILLINOIS, AND JACKSONVILLE FIRE FIGHTERS ASSOCIATION, LOCAL 637 (Term: January 1, 2025 through December 31, 2029), is hereby approved.
Mayor Ezard asked for discussion and there was none.

1. First reading of an ordinance making appropriations for corporate purposes for fiscal year 2025 for the City of Jacksonville, Morgan County, Illinois. Motion was made by Cook and seconded by Scott to accept the first reading of the ordinance. ACA Soltermann read the ordinance as proposed.
2024-O-001 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois that AN ORDINANCE MAKING APPROPRIATIONS FOR CORPORATE PURPOSES FOR FISCAL YEAR 2025 FOR THE CITY OF JACKSONVILLE, MORGAN COUNTY, ILLINOIS, is hereby approved. (January 1, 2025 through December 31, 2025 - $54,958,056.00)

First reading of an ordinance proposing the incurring of loans from the Illinois Environment Protection Agency and issuance of Waterworks and Sewerage Revenue Bonds of the City of Jacksonville, Morgan County, Illinois, in an aggregate principal amount not to exceed $30,000,000 for the purpose of defraying the cost of improving the Waterworks and Sewerage system. Motion was made by Watts, seconded by Scott to accept the first reading of the ordinance. ACA Soltermann read the ordinance as proposed.
2025-O-002 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois that an ORDINANCE PROPOSING THE INCURRING OF LOANS FROM THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY AND ISSUANCE OF WATERWORKS AND SEWERAGE REVENUE BONDS OF THE CITY OF JACKSONVILLE, MORGAN COUNTY, ILLINOIS, IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $30,000,000 FOR THE PURPOSE OF DEFRAYING THE COST OF IMPROVING THE WATERWORKS AND SEWERAGE SYSTEM OF SAID CITY, is hereby approved.
Mayor Ezard asked for discussion and Ald. Oldenettel asked if this amount is added to the loan that the water plant already has in place. Mr. Headen replied there are series of new loans coming in and old loans going out. There will be a new loan for each individual phase.

OLD BUSINESS:
Mayor Ezard recognized Dr. Riggs, Illinois College (IC), who has been working with Jamie Headen, Benton and Associates, Inc. and Comm. Dev. Dir. Nyberg. Dr. Riggs is looking forward to working with the City of Jacksonville and this year’s project is the Jacksonville Developmental Center (JDC). They will be looking at what could go in that area to enhance Jacksonville. Some of the IC students will be attending council meetings to see how the entire process works and will then make a presentation for options at the JDC site to the Council.
NEW BUSINESS:
Mayor Ezard mentioned that the City had a successful Gala to kickoff Jacksonville’s 200th year celebration and wished a Happy Birthday to Ald. Hannant and Comm. Dev. Dir. Nyberg.
ADJOURNMENT: With no further discussion, motion was made by Cook, seconded by Speed, to adjourn the meeting at 7:36 p.m.
