McDonough County Board met March 19.

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse, in Courtroom 201 at 7:00 p.m. Roll call resulted in 21 present, and 0 absent. Sheriff Nick Petitgout made the opening declaration. Chair Blakeley led the Pledge of Allegiance.
EXHIBIT 1
Member T. Litchfield discussed that she would have liked to have seen more details regarding Exhibit 12 in the February 2025 minutes. No motions were made to amend the minutes, the minutes were passed as submitted.
Board Member Durkin moved with a second by Board Member R. Litchfield to approve the minutes of February 19, 2025. Motion carried with a voice vote.
EXHIBIT 2
The report from Public Defender, Scott Terry for the month of February, 2025 was received and filed.
EXHIBIT 3
The report of Sales Tax collected in December, 2024 was received and filed. County Sales Tax, Public Safety Tax, Cannabis Tax, and Transportation Tax.

The report of Balances and Investments from County Treasurer Graves for the month of February, 2025 was received and filed.
EXHIBIT 5
The report of Circuit Clerk Fischer for the month of February, 2025 was received and filed.
EXHIBIT 6
The report from County Clerk Benson on Warrants Issued in Vacation for the month of February, 2025 was received and filed.

The Transfer of Appropriations of Monies was referred to the Finance Committee. Finance Chair Hiel reported the Finance Committee did not transfer any funds as Exhibit 7A

Board Member Aurelio moved with a second by Board Member Durkin to approve the report of the Finance Committee as read. Motion carried with a roll call vote of 21 yeas, 0 nays, 0 pass, and 0 absent as Exhibit 8A.
EXHIBIT 9
Board Member Chapman moved with a second by Board Member Aurelio to dispense with the reading of the claims report and to approve it as approved by the Claims Committee. Motion carried with a roll call vote of 20 yeas, 0 nays, 1 pass, and 0 absent as Exhibit 9A.
EXHIBIT 10
Board Member Aurelio moved with a second by Board Member Foster to Approve CAD Change Order Pricing #14 – Temporarily Repair Electrical Service. Motion carried with a roll call vote of 21 yeas, 0 nays, 0 pass, and 0 absent as Exhibit 10A.

Board Member Cox moved with a second by Member Foster to Approve Highway Department Resolutions A-F. Motion carried with a roll call vote of 21 yeas, 0 nays, 0 pass, and 0 absent as Exhibit 11A.

Leah Morman with the Farm Bureau along with Colby Hunt, and Andy Bartlow presented a plaque to the County for their support of agriculture.
Member T. Litchfield discussed letters that she had received in the mail regarding the County’s hiring practices. She proposed hiring a County Administrator to oversee hiring practices and to handle Human Resources, Members Berg and Kipling agreed with her.
Sheriff Petitgout discussed that in the past few weeks that there were at least 50 fires in rural areas when we had high winds. There was a substantial amount of funding and resources used to put the fires out. He is in the process of creating an ordinance so that there will be repercussions for those who disregard burn bans.

Chair Blakeley entertained a motion that Days and Miles are checked, roll be called, and the Board adjourn until Wednesday, April 16, 2025 at 7:00 p.m. Board Member Berg moved with a second by Board Member Chapman to adjourn the meeting. Motion carried with a roll call vote of 21 yeas, 0 nays, 0 pass, and 0 absent. With no further business to discuss the meeting adjourned at 7:17 p.m. Sheriff Petitgout gave the closing declaration.
