City of Pittsfield City Council met April 1.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, April 01, 2025, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City Hall at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderperson Bill Grimsley, Kevin Ketchum, Chris Little, Paul Lennon, Robert Ritchart, Beth White, and Kevin Wombles. Alderperson Robert Wilson was absent.

Alderperson Ketchum moved to approve the March 18, 2025, city council minutes. Alderperson Grimsley seconded the motion.

Mayor’s Announcements:

City Ordinance Officer Rick Hubbard has been working on ordinance violations.

Hometown Consulting will attend the April 15, 2025 council meeting to provide a review.

All letters of support for the TIF extension have been received and forwarded to Senator Tracy and Representative Davidsmeyer.

Several officials and staff attended the IMGA annual meeting.

Mayor Mendenhall attended the Rotary Meeting last week.

A meeting with Music Festival Committee members and the promoter. The date of the event is tentatively scheduled for September 6.

Any member of the community with a request for sidewalk repairs or replacements, road repairs, or replacements should contact their alderman, who will then contact Public Works Director Tom Reinhardt.

The Pikeland Community School has invited any City Official or staff to read to the 3rd or 4th grade classes for Library Month. Anyone interested should contact Mayor Mendenhall.

We have received payment for the truck that was involved in the fire at the airport. CNB Electronic disposal is set for April 5, 9-12.

Alderperson Ritchart stated that the Zoning Committee held a Public Hearing to review the application for special use permit from SG Pittsfield PV, LLC to erect a Solar Project, 3-megawatt (MC AC) Utility scale photovoltaic (PV) generation facility south of 1251 West Washington Street. The matter has been tabled for further discussion with parties involved.

Alderperson White stated that the Finance Committee met today and discussed utility billing ACH fees. Budget was discussed. A budget meeting will be set April 7 at 3pm with department heads.

Alderperson White moved to absorb the ACH processing fee of $1.50 for utility payments for customers that enroll in E-Billing and Autopay. Alderperson Ritchart seconded the motion.

Alderperson Ritchart stated that the Utilities Committee met today Terry Leahr reported that the Water plant generator has been serviced. The generator at the Waste wastewater plant still needs to be replaced. Quotes are being sought for meter replacement for the gas department.

Alderperson Wombles advised that the Street and Alley Committee met and the following items were discussed or noted: Brush pick up will resume on the 1st Monday of each month, the lake roads are ready for the opening of the campgrounds on April 14, many from the department have spent time on the city hall expansion project, the brush yard is open normal hours, Tuesday, Thursday and Saturday, 7:30 – 3:30, city wide clean up will be April 26 – May 3, no Sunday hours, M-F 7-7, Saturday 7-4, the upcoming projects include East Washington Street tube, Meadow Street, and completing Cherry Street.

Alderperson Wombles moved to approve Ordinance No. 1747 An Ordinance Approving and Authorizing the Execution of the First Amendment to the Pittsfield Tax Increment Financing (TIF) District I Intergovernmental Agreement between City of Pittsfield and Pikeland Community Unit School District No. 10, on its first reading, by title only. Alderperson Ketchum seconded the motion.

Alderperson Wombles moved to suspend the rules and have the second reading of Ordinance No. 1747 An Ordinance Approving and Authorizing the Execution of the First Amendment to the Pittsfield Tax Increment Financing (TIF) District I Intergovernmental Agreement between City of Pittsfield and Pikeland Community Unit School District No. 10, by title only. Alderperson Ketchum seconded the motion.

Alderperson Little moved to deny the request for leasing the Horton Creek Well property for the purpose of hunting. Alderperson Grimsley seconded the motion.

Alderperson Ritchart moved to pay bills as stated by City Clerk. Alderperson Grimsley seconded the motion.

New Business:

Alderman Ritchart asked the status of the fire truck. The truck is progressing on schedule. Alderman Ketchum stated that the kids trout fishing event is 8 am on April 5 at the King Park Lagoon.

Alderman Wombles asked if there was any update on Airport Equipment Grant. Mayor Mendenhall stated there is not.

Chief Starman noted that the Code Hearing Officer has began working hard ahead of City Cleanup. There have been 20 warnings or citations issued recently. There will be complaints about this and Chief Starman asked the council to support the enforcement of ordinances.

Brittney Emerick stated that she met with Bob Norris from the Abe Lincoln Project and the board has voted not to have the reenactment this year due to financial constraints, instead they have decided to have an event at the All Wars Museum.

Tom Reinhardt stated that the Pike County Area Anglers will host a kids fishing event at Lake Pittsfield on April 12. Summer helper applications are being accepted until April 18 and the campground is still on plan to open April 14.

Alderperson White moved to adjourn this meeting at 6:48 p.m.
