In January, House Republican Leader Tony McCombie appointed Deputy Leader Norine Hammond and Assistant Leader Amy Elik to lead the House Republican's budget team. Hammond, representing the 94th District in Macomb, was named Chief Budgeteer, while Elik from the 111th District in Alton took on the role of Deputy Budgeteer.
Norine Hammond brings extensive experience in appropriations and public policy to her position. Her legislative efforts have focused on addressing teacher shortages, supporting Illinois students attending local universities, funding public K-12 education fairly, and protecting seniors and vulnerable citizens. Hammond has advocated for procurement reform and cost-cutting measures aimed at directing funds toward strategic goals rather than administrative expenses.
"The House Republican Caucus wants to make it perfectly clear that we will not negotiate a budget that includes any tax increases," stated Hammond. She emphasized the need for structural reforms within state government to avoid increasing taxes on Illinois families and businesses.
Amy Elik's background as a Certified Public Accountant and auditor equips her with a keen eye for detail in budget negotiations. Throughout her career spanning three decades, she has focused on reducing wasteful spending.
"I'm a CPA and am used to making difficult decisions to craft a budget that is rooted in reality," said Elik. She stressed the importance of fiscal responsibility without resorting to "fuzzy math" and highlighted community demands for tax relief.
Elik also serves as Spokesperson for the General Services Appropriations Committee and Elementary/Secondary Education: Education Policy Committee. As a member of the Commission on Government Forecasting and Accountability, she has been vocal about avoiding tax increases in upcoming budgets.
As the deadline for passing a budget nears, both Hammond and Elik have reiterated their stance against supporting any budget proposals that include tax hikes linked to Democratic spending plans.
