City of Pittsfield City Council met July 1.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, July 01, 2025, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City Hall at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, Alderperson Bill Grimsley, Kevin Ketchum, Chris Little, Paul Lennon, Robert Ritchart, Robert Wilson, and Kevin Wombles. Beth White was absent.

Alderperson Ketchum moved to approve the June 17, 2025, city council minutes. Alderperson White seconded the motion.

Mayor’s Announcements:

Mayor Mendenhall asked for a moment of silence for the passing of Carolyn Casteel. Mrs. Casteel was a pilar in our community.

Mayor Mendenhall stated that the grant monitor from the USDA has completed a walk-thru, and we have been cleared for reimbursement for the upstairs portion of the expansion.

A contract has been signed with the City of Griggsville for Code Enforcement.

Our staff has continued to work with Wal-Mart on the fire suppressant PSI.

Bill Jenkins has retired after 29 years of service and a retirement party was held on June 30.

The Alley between the Congregational Park and the Crossroads Center will be closed from 11:30 – 12:15 on Sunday July 13 for VBS.

The utility reading system that is being tested is up and running.

Mayor Mendenhall read an announcement stating there will be a public meeting regarding the Proposed 4th Amendment to the Pittsfield Tax Increment Financing (TIF) District I Redevelopment Plan, Project and Area on Tuesday, August 5, 2025, 5:00 pm.

Alderman Little stated that the Finance Committee met and noted no changes to the appropriations ordinance and discussed the downtown revitalization project.

Alderman Wilson stated the Utilities Committee met and asked Mayor Mendenhall to review the minutes. Mayor Mendenhalll stated that Cody Gunder advised the committee that a new gas installation has been completed with the potential for two more in the near future. The lead survey sample request and bottles will be distributed tomorrow. Discussion was held about the test run of the new reading system.

Alderman Wombles stated the Street and Alley Committee met tonight. Assistant Street and Alley Superintendent informed the committee that tubes are being installed on East Washinton Street, and patching should begin soon. Alderman Wombles stated that two residents on Cherry Street have

requested tubes. Alderman Wombles gave a rundown of the streets that will be oil and chipped this season. Mayor Mendenhall stated that there is a NOFO for sewer systems. MECO Engineering will prepare a grant application. Tom Reinhardt stated a pump failed at Country Roots subdivision. The pump station will have a call-out station installed.

Alderperson Grimsley moved to approve the request for a Temporary Street Closure on Mississippi Street, between Washington and Fayette Street, on July 20 - 23 from 4 pm - 9 pm for the Nazarene Church VBS

Alderperson Wombles moved to approve Resolution 2025-03 Damon Plumbing Pay Request in the amount of 22,016.25 for the City Hall Expansion project.

New Business:

Alderperson Ritchart has received compliments on the Kayak Rentals.

Alderperson Grimsley stated that the summer helpers are doing great work.

Alderperson Ketchum spoke with Peter Wright about cleaning up his location. He asked about mowing at the former mill site. Mayor stated the Code Enforcement Officer is working on that.

Tom Reinhardt, Public Works Director, stated that the IDNR final inspection on the Boat Ramp has been completed. The Locks of Love structure has been installed. We are still waiting for a permit to demolish the Jackson Street Home.

Tammy Hubbard of 380 Cherry Street stated a neighbor's dog came into her yard and killed her cat today. There have been numerous incidents in the past, mostly involving other animals but she is very concerned about the safety of others, especially children. She contacted the Animal Shelter and received not response. She contacted the Pittsfield Police Department and did receive a response. She would like to make a complaint about the Animal Shelter.
