McDonough County Board met July 1.

Here are the minutes provided by the board:

1. Call to Order and Roll Call.

Mayor Baines called the meeting to order at 7:00 pm. Present were: Alderman Duewer, Alderman Houchens, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith.

2. Pledge of Allegiance

3. Comments from the Floor

Kevin Callarman, Illinois Program Coordinator, Paint Care – Mr. Callarman did not appear.

Eric Little, Risk Management Association – Mr. Little presented information regarding insurance coverage provided by the Illinois Municipal League Risk Management Association.

Angela Kirby, CDS Office Supplies – Ms. Kirby presented figures from CDS Office Supplies for our copier service and upgrade. The Bookkeeper and City Clerk were directed to move forward with the CDS proposal.

Waverly Pubic Library [ LuAnn Lowder provide an update regarding a technology grant received from the State of Illinois in the amount of $12,500 to improve computer services at the Library. The Library also received a per capita grant in the amount of $1760.15.

Barry / Annie Austin – Mr. & Mrs. Austin continue to request the approval to purchase land from the City. The issue will be tabled until the next City Council Meeting.

Aurora Grimmett requested that picnic tables be put away until the picnic to protect from vandalism. Ms. Grimmett also asked Mayor Baines to be a parade judge.

4. Treasure’s Report

Treasurer Stewart report. Ms. Stewart was not present at the meeting.

5. Approve Open Meeting Minutes from the June 02, 2025 Meeting

Alderman Duewer moved, second by Alderman Lyons to approved the June 2, 2025, meeting minutes as presented. Alderman

Duewer, Alderman Houchens, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith all voted aye.

6. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Nagel moved, second by Alderman Houchens to approve all reports as presented. Alderman

Duewer, Alderman Houchens, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith all voted aye.

7. Pay June Bills Due in July 2025

Alderman Smith moved, second by Alderwoman Robinette to pay all bills as presented. Alderman

Duewer, Alderman Houchens, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith all voted aye.

8. Municipal

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance.

NO NEW MOVEMENT.

Discussion and possible action regarding the North Curtiss Street bridge. The matter is now closed as it pertains to the City of Waverly. Any future action regarding the bridge is in the hands of the railroad.

9. Finance

Discussion and possible final approval of Appropriations Ordinance 25-02 for Fiscal Year 2025-2026. Alderman Duewer moved, second by Alderman Nagel to approve Ordinance 25-02 as presented. Alderman Duewer, Alderman Houchens, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith all voted aye.

10. Parks, Lakes, and Recreation

Discussion and possible action regarding the boat ramp at Waverly Lake. Alderman Houchens moved, second by Alderman

Nagel to hire Slab Jackers to level the ramp. Alderman Duewer, Alderman Houchens, Alderman Lyons, Alderman Nagel,

Alderwoman Robinette and Alderman Smith all voted aye. Utility Superintendent Lyons will keep the Council appraised.

11. Police

Chief Berola report. June was a very busy month handling 74 calls for service, traffic stops on Route 111(all cars, no trucks) and the Countywide EMS Radio System is in the process of being redone. The cost for the City of Wavery to upgrade radios will be approximately $1800 per radio. A need computer for the police vehicle is needed, the Chief will keep the Council appraised.

12. Utilities, Streets and Alleys

Discussion and possible action regarding implementation of the Advanced Metering Infrastructure Project.

Utility Superintendent report. Mr. Lyons reported a busy month based upon several projects and routine maintenance being undertaken by the crew. Mr. Lyons will present a plan for moving forward with the implementation of the Advanced Metering Infrastructure Project at the August meeting.

13. Zoning

Chairman Huchens report. Mr. Houchens stated that the committee is working on steam lining the Zoning Perit Process.

14. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.

15. Old Business

Discussion and possible action regarding bills for the Waverly Volunteer Fire Department and Rescue Squad (City utilities, Ameren electric bill and Frontier phone bill). This item was tabled until next month pending information regarding tax distribution for the newly formed Fire Taxing District.

Discussion and possible action regarding rules for cats and other pets within the City of Waverly. The City Clerk will follow up with Whimsical Whiskers Rescue to inquire regarding specifics and report next month.

16. New Business

Discussion and possible action regarding hiring a City Grant Writer. This item was tabled until next month.

Discussion and possible action regarding email access for elected / appointed officials. The City Clerk is continuing to review with CDS Office Technologies and will keep the Council updated.

Discussion and possible action regarding implementation of a 1% grocery tax. Alderman Lyons moved, second by Alderwoman Robinette to approve Ordinance 25-4. Alderman Duewer, Alderman Houchens, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith all voted aye.

Discussion and possible action regarding Executive Session minutes (private versus open). Alderman Smith moved, second by

Alderman Lyons to keep Executive Session minutes private. Alderman Duewer, Alderman Houchens, Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith all voted aye.

Discussion and possible action regarding taking bids for City Insurance. Alderwoman Robinette moved, second by Alderman

Smith to begin the process of taking bids for the City of Waverly Insurance. Alderman Duewer, Alderman Houchens,

Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith all voted aye.

17. Adjourn:

Alderman Duewer moved, second by Alderman Houchens to adjourn at 8:40 pm. Alderman Duewer, Alderman Houchens,

Alderman Lyons, Alderman Nagel, Alderwoman Robinette and Alderman Smith all voted aye.
