McDonough County Board Law & Legal Committee met July 7.

Here are the minutes provided by the committee:

The Law & Legal Committee held its monthly meeting on Monday, July 7, 2025 at 7:00 p.m. The meeting was held at the McDonough County Courthouse, 3rd Floor, Law Library. Committee Members present included Committee Chair Joe Erlandson, Vice Chair Ken Durkin, Clayton Cook, Ryan Litchfield, Jack Lowderman, and Terry Thompson. Other persons in attendance were Mike Cox, Stacy Nimmo, Aaron Allen, Janice Dapinsky, Ric Smart, Deborah Cousins, Sheriff Nick Petitgout, County Chair Eric Blakeley, Deputy Clerk Kyah Beck, and County Clerk Jeremy Benson. Members absent were Terra Litchfield and Travis Heil.

Chair Erlandson called the meeting to order at 7:00 p.m.

Review & Approve June, 2025 Minutes

Member Durkin moved with a second by Member Thompson to approve the minutes as submitted. Motion carried on a voice vote.

Waste Management Update

No Report.

Tri-County Recycling

Report received and filed. Aaron Allen, Stacy Nimmo, and Janice Dapinsky spoke on the updated Technical Assistance Agreement draft contract that was brought in. Some slight changes will be made before the finalized one comes out next month.

Veteran’s Assistance and Van Report

Ric Smart gave the report. 11 Veterans were given assistance in June. Total assistance amounted to $2,623.75.

Sheriff’s Report

Sheriff Nick Petitgout gave the report.

Assessor’s Office Update

Assessor Deborah Cousins gave the report. Deborah’s office was made aware of three townships that are in disagreement on how to pay the township assessor for the current year. She sent a letter to the townships and will be discussing this with them over the next several weeks.

Approve Requested West Central FS Letter of Support

West Central FS plan to replace their 30,000 Anhydrous tank at their Bushnell, Illinois site with a 72,000 gallon tank. The Law & Legal Committee voted to approve and support this project. Member R. Litchfield moved with a second by Member Cook to approve this request. Motion carried on a voice vote.

Claims Review and Approval

One claim was not approved and will be discussed in one of the next meetings. Member Thompson moved with a second by Member Durkin to approve the claims as submitted. Motion carried on a voice vote.

Executive Session

Member Durkin moved with a second by Member Cook to enter into Executive Session at 7:40 p.m. pursuant to Chapter 5, Illinois Compiled Statutes Section 120/2 c (1). Motion carried with a roll call vote of 6 yeas, 0 nays, 0 pass and 2 absent.

Member Durkin made a motion to exit Executive Session moved with a second by Cook at 7:50 p.m. with no action taken. Motion carried with a roll call vote of 6 yeas, 0 nays, 0 pass and 2 absent.

None.

Public Comment

None.

County Board Chair Comments

Eric Blakely updated the committee about Road & Bridge approving the site permits for the wind farms. These permits will go to the Full Board meeting on July 16 for approval.

Adjourn

Member R. Litchfield moved with a second by Member Cook to adjourn the meeting at 8:07 p.m. Motion carried on a voice vote.
