City of Dallas City Council met July 21.

The Dallas City City Council held its regular meeting on July 21, 2025, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Anne Thompson, Laurey Wibbell, Michelle Gold, Keith Durand, and Victoria Livingston.
It was noted that the previous meeting's minutes showed that a tree at 374 West Third Street was discussed and it was decided to get bids for the removal of the tree. However, the correct address is 374 West Fourth Street. A motion was made by McDowell, and 2nd by Newberry to accept the minutes of the July 7, 2025, meeting with the correction as noted above. Laurey Wibbell discussed the overgrowth of grass and weeds around town. She also discussed a residence that has several cats that use her yard to relieve themselves. Mayor Six informed Mrs. Wibbell that the council has previously discussed the cat problem, and that they would discuss it more. The police chief will also be informed of both problems.
Michelle Gold discussed speed limit signs around town that can not be seen due to weeds and tree limbs. The city's maintenance employee will be asked to take care of this problem. Mrs. Gold also asked the council for permission for the celebration committee to use the water salesman building during the celebration this weekend. The council has no problem with this.
Keith Durand informed the council that his nephew drowned in the river on June 21. He asked if it would be possible to look at the tape from the city's video equipment at the boat docks for this date. The police chief will be contacted to see if he still has the tape from June 21, and if he does, allow Mr Durand to look at it.
It was reported that the city's new batwing mower needs worked on again. The dealer that it was purchased from is going to pick it up again and repair it.
Victoria Livingston, Executive Director of the Prairie Hills Resource Conservation & Development, discussed the possibility of creating a Land Bank for our area. She described what a Land Bank is and what it could possibly do to help the city. Joining the Land Bank would require a three year commitment and the annual cost would be $3 per capita, or $2,343, for Dallas City. A motion was made by Northup, and 2nd by Newberry to join the Prairie Hills Resource Conservation & Development's Land Bank for $2,343 per year with a three year commitment. McDowell, Newberry, Northup, Olson, and Six AYE.
Discussed paying the 2025 Western Illinois Regional Council dues of $483. A motion was made by Northup, and 2nd by Olson to pay the 2025 Western Illinois Regional Council dues of $483. McDowell, Newberry, Northup, Olson, and Six AYE.
Mayor Six has received a letter from the Illinois EPA thanking the city for its prompt response to the city's recent problems.
Discussed the OSLAD project and the potential problem of the geese excrementing on the sidewalk. It was decided to check with the engineers to see if a water hydrant could be installed in this area to help with the cleaning up of this problem.
Discussed people parking on sidewalks.
Discussed property owners that have torn down houses without plugging off the water lines.
A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.
