City of Dallas City Council met Aug. 4.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on August 4, 2025, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Peggy Newberry, Harold Northup Jr., and Greg Olson. Carole McDowell was absent.

Others attending the meeting were Anne Thompson, Jason & Michelle Gold, and Gary Smith.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the July 21, 2025, meeting. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

A motion was made by Olson, and 2nd by Newberry to pay bills. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Jason Gold appeared on behalf of the Dallas City Legion. He requested a key to the city hall so that they can have access to their guns that are stored in the city hall building and used for funerals and parades. The council has no objection to allowing Mr. Gold to have a key to city hall.

Mr. Gold also asked about the two water bills that the Legion has gotten for the Legion's Memorial on West Third Street. He took over paying the Legion's bills about year ago, and these are the first water bills that he has received. The city clerk explained to him that the Legion has not received a bill since October 2018 because he was informed then that the water had been shut off. No one had ever informed him that the water had been turned back on until June of this year. Mr. Gold then asked the council if they would consider not charging the Legion for the water that is used at the Legion Memorial since it is used to water the grass to keep the area looking as nice as possible. A motion was made by Olson, and 2nd by Newberry to make the Dallas City Legion exempt from paying for the water that they use to water the grass at the Legion Memorial on West Third Street until further notice. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Police Chief Gary Smith reported that the camera system at the boat docks is not working. He plans to begin another round of Ordinance Violation Notices next week.

Mayor Six reported that he felt that the recent City Celebration went well with the weather conditions being what they were.

Discussed the purchasing of the Father Schram Hall building. The city has not heard anything from the church as to whether they are going to take care of the deed work or if they want the city to do this.

Discussed the OSLAD project. The contractor has begun pouring the concrete for the sidewalk and the benches have been ordered. The city clerk reported that the first pay estimate meeting is scheduled for this Thursday morning.

Discussed the property at 396 Oak Street that the city is trying to purchase. It is the city's understanding that the second owner of the property has not signed the paperwork yet.

Discussed the removing of the tree at 374 West Fourth Street. The following bids were received :

Maynard Tree Service $4,050, no city help required

Mike Dill $2,500, with the city's help cleaning up

A motion was made by Northup, and 2nd by Olson to accept the bid of Mike Dill for $2,500 with the city's help cleaning up. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Discussed painting the parking lines on Oak Street. Mayor Six has spoken to Mike Steele about sweeping Oak Street from First Street to Fourth Street before any lines are painted. Mr. Steele would do this for $2,800. Also discussed just painting the lines on the curbs and not on the street itself.

A motion was made by Northup, and 2nd by Newberry to enter executive session to discuss personnel pursuant to 5 ILCS 120/2(c)(1). McDowell-ABSENT, Newberry-AYE, Northup-AYE, Olson-AYE, and Six-AYE.

The meeting entered executive session at 6:10 p.m.

The meeting re-entered regular session at 6:15 p.m.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

The meeting was adjourned at 6:16 p.m.
