City of Waverly City Council met Aug. 5.
Here are the minutes provided by the council:
1. Call to Order and Roll Call.
Mayor Baines called the meeting to order at 7:00 pm. Present were: Alderman Duewer, Alderman Lyons and Alderman Smith. Absent were, Alderman Houchens, Alderman Nagel and Alderwoman Robinette.
2. Pledge of Allegiance
3. Comments from the Floor
Barry / Annie Austin – Mr. & Mrs. Austin continue to request the approval to purchase land from the City. The issue will be tabled until the next City Council Meeting. The Austin’s also want to work on their shoreline and at their expense. Per the Council, this is not a problem as long as they do not disrupt the riprap already in place.
Valerie Beeman addressed the Council regarding speeding trucks leaving and coming into Waverly on State Route 111. The Chief reported that the City is doing everything it can and in fact, have made several stops for speeding, but only with automobiles, not trucks. The City will continue to monitor.
4. Treasure’s Report
Treasurer Stewart report. Ms. Stewart presented the new format of her report. Treasurer Stewart is working with Peoples Bank to have services fees removed from City accounts.
5. Approve Open Meeting Minutes from the July 01, 2025 Meeting
Alderman Smith moved, second by Alderman Lyons to approved the July 1, 2025, meeting minutes as presented. Alderman Duewer, Alderman Lyons, and Alderman Smith all voted aye.
6. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer
Alderman Duewer moved, second by Alderman Smith to approve all reports as presented. Alderman Duewer, Alderman Lyons, and Alderman Smith all voted aye.
7. Pay July Bills Due in July 2025
Alderman Duewer moved, second by Alderwoman Smith to pay all bills as presented. Alderman Duewer, Alderman Lyons, and Alderman Smith all voted aye.
8. Municipal
On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance. NO NEW MOVEMENT.

The State (IDOT) needs to provide the City with the paperwork and price of payment for the land so the project can proceed.
Discussion and possible action regarding the opening of bids for a new shelter at Salter Park. Bids were opened and the Council decided that further discussion of the project is needed. No action was taken regarding the bids received and the issued is tabled for future reconsideration.
9. Finance
Discussion and possible action regarding Insurance bids. The deadline for bids is now August 29, 2025.
10. Parks, Lakes, and Recreation
Mr. Lyons reported that the boat ramp at Waverly Lake has been repaired, as well as sidewalks being poured. All is good.
11. Police
Chief Berola report. July was a routine month and all went well at the picnic.
Alderman Lyons moved, second by Alderman Smith to hire Mr. Logan Mahan as a part time officer, pending final background checks. Alderman Duewer, Alderman Lyons, and Alderman Smith all voted aye.
Alderman Smith moved, second by Alderman Lyons to approve the purchase of a new computer for the police vehicle. Alderman Duewer, Alderman Lyons, and Alderman Smith all voted aye.
12. Utilities, Streets and Alleys
Discussion and possible action regarding implementation of the Advanced Metering Infrastructure Project. Mr. Lyons
Utility Superintendent report. Mr. Lyons reported a busy month based upon a water man breaks and routine maintenance being undertaken by the crew.
13. Zoning
Chairman Houchens report. Mr. Houchens was absent therefore, no report was presented.
14. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.
Alderman Lyons moved, second by Alderman Smith to enter Executive Session at 7:55 pm. Alderman Duewer, Alderman Lyons, and Alderman Smith all voted aye.
Alderman Lyons moved, second by Alderman Smith to re-enter Open Session at 8:05 pm. Alderman Duewer, Alderman Lyons, and Alderman Smith all voted aye.
15. Old Business
Discussion and possible action regarding bills for the Waverly Volunteer Fire Department and Rescue Squad (City utilities, Ameren electric bill and Frontier phone bill). Alderman Smith moved, second by Alderman Lyons to transfer remaining bills to the Waverly Fire District effective September 1, 2025. Alderman Duewer, Alderman Lyons, and Alderman Smith all voted aye.
Discussion and possible action regarding hiring a City Grant Writer. Alderman Smith moved, second by Alderman Lyons to hire Candace Decker as the Grant Writer on an “as needed” basis,
Discussion and possible action regarding email access for elected / appointed officials. Any City Official wishing to have a city email address should contact the City Clerk.
16. New Business
Discussion and possible action regarding Hunting at Waverly Lake for waterfowl and deer (bow hunting). Alderman Duewer moved, second by Alderman Lyons to approve the posting of the notice in the newspaper with a deadline of September 8, 2025, to submit an application for a hunting permit. Alderman Duewer, Alderman Lyons and Alderman Smith all voted aye.
Discussion and possible action regarding fines for vandalism of City property. This issue will be discussed at the September City Council Meeting.
Discussion and possible action regarding sale of City land at Waverly Lake. This issued will be discussed at the September City Council Meeting.
Discussion and possible action regarding recreational vehicles being parked and lived in within City limits. The Zoning Committee is reviewing and this issue will be discussed at the September City Council Meeting.
Discussion and possible action regarding hiring for the City Collector position. Alderman Lyons moved, second by Alderman Duewer to approve Angie Colvin as the City Collector effective August 18, 2025. Alderman Duewer, Alderman Lyons and Alderman Smith all voted aye.
17. Adjourn:
