Mayor Norton called the meeting to order

*City Treasurer Betsy Rench stated she will set up a meeting with the auditors to discuss The audit.
Consent Agenda
Ald. Havens made a motion to approve the consent agenda which includes.
- Approval of Minutes from August 18, 2025
- Approve July financial report
- Approve and Pay August bills

Ad hoc (Mayor’s Report)
*Mayor Norton stated he got notice from ADM that they are closing.
Alderman Yocum and Utility manager Joe Fosdyck came in at 5:40 from the Utility board mtg.
Guest – Steve Miller – He would like to have the cross walks painted on Sperry and Osborn for the Kids going to school. He also stated there are no parking signs on the 900 block of Sperry and there are Still people parking there, making it hard for school buses to get through. He would also like to have the sidewalks fixed for the school kids.
Personnel/Finance/Budget
*Ald. Havens stated she has some concerns with the high-water bills coming in from the splash Park.
*Next meeting will be 9/10/2025 @ 1:00
Public Works
*IMEG forwarded a response letter to Illinois EPA Division of Water Pollution Control
*The Dean Street water Treatment Plant Roof needs repaired, council agreed with general Consensus to move forward with fixing the problem
Ald. Yocum made a motion to dispose of the sludge from the West Lagoon in a roll off to go to LandFill. With the cost of $1900.00 for testing and $500 for the Rolloff, for a total of $2400. Ald. Havens seconded the motion. A roll call vote was taken with the results as follows:

*Ald. Havens is working on a grant for the Safe Route to School

Police/Liquor/ESDA
*The committee voted to accept a bid of $1580 for Explorer from Ringwood Motors
*They would like to add a side x side crossing at Route 9 and Crafford St.
*They would like to explore extending the driveway that goes to north shelter house to the Rec Center parking lot to allow for another entrance to the VFW Park. Ald. Promisson will Talk to the Park Board.
*The committee would like to get some portable signs for pets, smoking, and bicycles to put Out during playdays and fall festival. The council agreed with general consensus.

*Jeff Rench with ESDA stated the County has a new Open Burning Ordinance. The ordinance prohibits burning while there is a Red Flag warning.

*Ald. Allen reported that they should start putting cabinets up at the Depot in October.

*The ROTC program is going to stay in partnership with WIU
