City of Dallas City Council met Sept. 2.
Here are the minutes provided by the council:
The Dallas City City Council held its regular meeting on September 2, 2025, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Anne Thompson, Darren Smith, Mike Howley, Martha Jump, and Apryl Jump.
A motion was made by McDowell, and 2nd by Olson to accept the minutes of the August 18, 2025, meeting. McDowell, Newberry, Olson, and Six AYE. Northup ABSTAIN.

Anne Thompson asked about a posting at the recreation park that doesn't say what it is for. Mayor Six explained that A.B.A.T.E. is hosting an event later in the month at the recreation park.
Martha and Apryl Jump asked the council to consider making a residential zoning ordinance. Mayor Six will contact the city attorney regarding this. They also asked about possibly making it a “NO PARKING” area along the south side of West Fifth Street between Oak Street and Cedar Street.
Discussed the cameras at the boat docks. The police chief is supposed to be getting prices for new cameras.
Discussed the grass along the creek on the west side of Elm Street and whose property this is. This will be looked into.
It was reported that there have been several compliments regarding the new walking path around the Wetlands Area.
Commissioner Newberry asked if it would be possible for the council members to get a copy of the work schedule for the city's police officers so that they know who is working when. The police chief will be asked to get the council members a copy of the officer's work schedule.
Mayor Six reported that Ruth Higgins has informed him that they are still waiting for the paperwork from the Catholic Diocese office. As soon as she gets it back from them, she will notify the city.
Discussed the portion of East Fifth Street east of Maple Street that has never been vacated. The city attorney will be contacted regarding this.
Mike Howley appeared on behalf of Verizon Wireless in regards to putting up a tower on the city's property west of the boat dock parking lot. He informed the council that the type of tower that would be put up has a radio frequency emissions level that has been deemed safe by the federal government. Discussed possibly putting the tower by the water tank. Verizon Wireless has checked on this property, but they don't feel that it is within the necessary utility requirements. The council will make a decision by the first meeting in October 2025.
Commissioner Northup asked about having an Open House to celebrate the opening of the OSLAD walkway.
Discussed Trick-Or-Treat. A motion was made by Olson, and 2nd by Northup to have Trick-Or-Treat on October 30, 2025, from 5 p.m. to 7 p.m. McDowell, Newberry, Northup, Olson, and Six AYE.
A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.
The meeting was adjourned at 6:49 p.m.
