On October 14, 2025, the Illinois General Assembly will reconvene in Springfield for its annual Veto Session after the summer break. Traditionally, this session is used to consider overriding gubernatorial vetoes on legislation passed earlier in the year. However, recent sessions have seen a shift in focus.
In past years, the Veto Session has been used by Democrats to advance tax increases and other legislative measures not directly related to vetoed bills. Governor J.B. Pritzker has issued few vetoes recently, as Democrats hold supermajorities in both chambers and typically pass legislation aligned with his agenda.
This year's session is expected to address an "omnibus" energy package that could increase electricity prices. Lawmakers may also tackle a potential mass-transit funding shortfall through various tax proposals, including a possible $1.50 per-delivery tax on goods such as online purchases and food deliveries.
Additional tax proposals are under consideration. A new service tax was discussed during the spring session, which would apply to over eighty common services like parking, haircuts, dry cleaning, oil changes, and even home repairs. This could significantly raise costs for residents across Illinois.
“We expect the service tax conversation to come back during Veto Session this fall,” said Deputy House Minority Leader Norine Hammond. “This is a clear sign that Illinois families and small businesses are going to be asked to do more to fill the void for Democrats’ failed financial stewardship of our government. A service tax will drive up the cost of living even more for Illinois families.”
Hammond was elected as a Republican representative for Illinois' 94th House District in 2023, succeeding Randy Frese.
The Veto Session often sees new legislation introduced quickly without extended debate or review.
The first week of the Veto Session runs from Tuesday, October 14 through Thursday, October 16; the second week begins Tuesday, October 28 and ends Thursday, October 30.
