City of Bushnell City Council met Sept. 15.

Here are the minutes provided by the council:

Mayor Norton called the meeting to order

The Pledge of Allegiance to the Flag was given.

Roll Call

Guest – Jim Martin would like to put camera’s up in the park. He would also would like his trees trimmed.

Consent Agenda

Ald. Yocum made a motion to approve the consent agenda which includes.

  1. Approval of Minutes from September 8, 2025
  2. Accept August Financial Report
Ald. Allen seconded the motion. A roll call vote was taken with the results as follows:

Ald. Havens “aye” Ald. Burkholder “aye”

Where upon Mayor Norton declared the motion carried

Ad hoc (Mayor’s Report)

*Mayor Norton stated he met with the Patriot Railroad, they are planning on upgrading their tracks.

*Mayor Norton also went to a meeting with IDOT in Macomb about our state highways.

Personnel/Finance/Budget

Ald. Havens made a motion to have a 1st reading of the new Personnel Handbook. Ald. Allen seconded the motion. A roll call vote was taken with the results as follows:

Ald. Havens “aye” Ald. Burkholder “aye”

Ald. Ford “aye” Ald. Ellis absent

Ald. Yocum “aye” Promisson “aye”

Where upon Mayor Norton declared the motion carried.

*Next meeting 9/25/2025 City Hall @ 5:30

Public Works

Ald. Yocum made a motion to move forward with the second half of the Lead Line Service Inventory. Ald. Burkholder seconded the motion. A roll call vote was taken with the results as follows:

Ald. Ford “aye” Ald. Ellis absent

Ald. Yocum “aye” Ald. Promisson “aye”

Ald. Allen “aye” Ald. Fowler “aye”

Where upon Mayor Norton declared the motion carried.

*Ward 4 will have a town meeting at the Police complex on 9/23/2025 @ 4:00 to discuss The Washington Street Project.

Police/Liquor/ESDA

*The council agreed by general consensus to close the street for the “Grills Gone Wild” event on 9/20/2025.

*The McDonough County Board and the McDonough County Emergency Services and ESDA announced that a burn ban is now if effect across unincorporated areas of McDonough County.

Parks/Recreation/Real Estate

*The committee will purchase 2 rebound trampolines and 2 vibration plates for the fitness room at the Rec. Center.

*City Treasurer Betsy Rench wondered if the city should have insurance on the Splash pad for damages.

Engineering Report

*Kent Cox with IMEG reported that the EPA asked for a secondary letter stating that the city was going to dredge the East Lagoon.

Economic Development

*Next meeting 8/27/2025 4:30 @ Depot

*Ald. Allen stated that Erica Durr had contacted her asking for a Sensory impaired Sign for the 300 block of W. Hess.

MAEDCO

*Kim Pierce Executive Director of MAEDCO stated she was going to meeting in Chicago for discussion with the DCEO about ADM closing.

*Enterprise Zone meeting in October.
