Mt. Pulaski council reviews prevailing wage ordinance

The Mt. Pulaski City Council met July 26 to discuss the VFW Hall prevailing wage ordinance.

"The Mt. Pulaski City Council meets on the second and the fourth Tuesday of each month. The first meeting of the month is the regular voting session. The City Council will vote on items that have been previously discussed and also review and approve the City's Account Payable ledger."

Present: Mayor James Fuhrer, Alderman Bobell, Knauer, Maxheimer, Neaville and Utterback, City Treasurer Jim Sutton

Absent: Alderman Howe, Chief of Police Lynn Freer

The City Council meeting was called to order, Mayor Jim Fuhrer presided. Mayor Fuhrer led in the Pledge of Allegiance.

Police: Nothing to report

Water/Sewer: Alderman Neaville stated that a meeting was held in Illiopolis to discuss a regional co-op water treatment plan. Illiopolis is going to have to build a water treatment with in the next five (5) years. Alderman Neaville thinks this would be a good opportunity for the City to be included in on the plans as this is a long term project. Being included in on the plans does not commit the City to this; it would be just be for information at this time. Alderman Neaville will let Illiopolis know the City would like to be included in on the plans.

The City is going to try and get a few new meters installed. The new meters will be read over cell data on the phone network. If a meter breaks a new meter will be installed instead of replacing the old meter with the same type of meter and then again replace it with the new data meter.

Streets/Alleys: Alderman Utterback stated there was a hole in the concrete slab on Chestnut Street and the barricade was knocked over and he drove over the hole. Matt Presswood stated this was Ameren’s doing and not the Cities. Ameren needed to cut it out and was supposed to come back and re-pour the concrete slab.

Mayor Fuhrer stated there have been several people down at different times to look at the down spouts draining onto Clarence Mardis’s property. During a rain storm Mayor Fuhrer went down there and there is very little water coming out of the building on Lafayette Street. Alderman Utterback has also gone down there during a rain storm and saw very little water coming from the building down spout. All the water is coming out of Clarence’s down spout. A letter has been sent to Clarence explaining what has been seen. Mayor Fuhrer advises the council not to do anything as of now.

Finance: The deposits to date are $124,782.53

Public Comments — Non Agenda Items:

Miscellaneous: Mayor Fuhrer would like the force main project to continue on and not temporary stop the project until a further date. The City already has the pipes and all the easements are ready to go. Mayor Fuhrer is estimating the remainder cost of this project to be around $10,000. Alderman Neaville stated the project needs to be done but just not right now. The sewer fund needs to be built back up before this project is started. Catch basins need to be replaced and streets need to be repaired time would be better spent replacing these things instead of doing this project. Greg Gustafson stated the pipe is a concern; it is not going anywhere but it is also not getting any better. The pipe has been setting there for at

least nine (9) years and will need to be very careful with it when cooler weather comes. Matt Presswood Stated he would like to have a piece of the pipe cut off and sent to a lab to make sure the pipe is still good. Matt will get with Greg and see about getting the pipe tested. Mayor Fuhrer would like Greg to get started on getting the EPA permit.

Alderman Knauer wanted to know the thoughts of the council about the City purchasing the VFW Hall for a senior citizen center. The purchasing cost would be the cost of the closing fees of $300–$500. Alderman Bobell stated if the City can acquire real estate then go for it. Alderman Neaville would like to have the building inspected to make sure it is structurally sound. Mayor Fuhrer will get the building inspected once Alderman gives the okay for the City to do so from the VFW Hall.

City Clerk Kelly Cowan stated the state has not released the 2016 prevailing wages. The 2015 prevailing wages are still in place until further notice. A motion was made by Alderman Bobell and seconded by Alderman Knauer to continue with the current prevailing wages until new ones are given and post it accordingly. All voting yea – the motion carried.

A motion was made by Alderman Neaville and seconded by Alderman Utterback to exit regular session and enter into executive session to discuss 313 Buckles Dr. for 20 minutes. All voting yea — the motion

carried.

A motion was made by Alderman Bobell and seconded by Alderman Neaville to exit executive session and enter into regular session. All voting yea- the motion carried.

After a discussion on 313 Buckles Dr. property no decision was made

With no further items to discuss a motion was made by Alderman Neaville and seconded by Alderman Utterback to adjourn. All voting yea – the motion carried.
