New Berlin Board of Trustees purchases water meters

The village of New Berlin Board of Trustees met Sept. 21 to purchase water meters.

BOARD MEETING MINUTES

Wednesday, Sept 21, 2016

President Stephen Frank called the meeting of the New Berlin Village Board to order at 7:02

p.m. on Sept 21, 2016 at the Village Hall. The Pledge of Allegiance was said and roll call was

taken.

Attendees: Mayor Steve Frank, Trustee Joel Sander, Trustee Mike Krall, Trustee Sharon

LaFauce, Trustee Diane Payne, Trustee Stephanie Snyder, Trustee Curt Stephens, Treasurer

Shanda Byer, Chief Nydegger, Clerk Debbie Lakamp, Supt. Garrett Kemp, Attorney John

Myers, and Reporter Linda Hughes.

Audience: Julie King, Liz Pensoneau, Craig Hall

Craig Hall made brief comments about the Sangamon County Board and shared that rural

transportation will be coming to New Berlin.

MOTION: To approve Consent Agenda.

Audience: Julie King requested additional Trick or Treat night due to 31 junior high school girls

being involved in basketball games on Oct. 31.

MOTION: To approve for one year only Trick or Treat activities from 5-8 pm on both Oct. 30

and Oct 31, 2016.

Motion carried on a voice vote.

Police: A written report detailing hours worked, activities and fines brought in was submitted.

It was also noted that several day patrols occurred to help deter or cite speeders.

TIF: The first half of the legal administrative fees to Jacob & Klein totaled $5,177 and were

paid. Discussion was held on a TIF project that the West Sangamon Library requested. The

project would make the library ADA compliant for a cost of $55,848.62.

Utilities: A written report by the superintendent. A drop in New Berlin water pressure as well as

the interconnect with Curran-Gardner were discussed.

MOTION: To purchase 175 Badger water meters and training for $50,244 out of TIF.

MOTION: To accept the TIF Reimbursement of capital costs as a one-time payment to the

library not to exceed $55,900 subject to an intergovernmental agreement.

STREETS & PARKS: Discussion of a high mower bid. It is a budget consideration for next

year.

MOTION: To accept Ordinance 16-10 relating to regulation of dry detention areas, amending

the “director to superintendent” and the “whereas” clause.

HEALTH & SAFETY: Birch Street House is being cleaned up. Letters are going out on other

clean ups.

PERSONNEL: Supt. Bliss review IMRF account hasn’t been employed long enough to receive

benefits to retire in December.

NEW BUSINESS: None

OLD BUSINESS: None

LIQUOR CONTROL: In 2017, bartenders will have to complete a course to tend bar.

MOTION: To adjourn at 8:50 p.m.
