The Barry City Council met Nov. 7 to schedule tire pick-ups.

The Barry City Council includes six aldermen elected for four-year terms. They meet at 7:30 p.m. on the first Monday of each month at City Hall, 1005 Bainbridge St.
BARRY CITY COUNCIL REGULAR MEETING NOVEMBER 7, 2016
Mayor Rennecker called the regular monthly meeting of the Barry City Council to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present.
Steve Schultz made a motion to approve the minutes from the October meeting. Bruce Kendall seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.
Bob Dieker made a motion to approve payment of the bills and Steve Schultz seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.
Officer Frazier from the Pike County Sheriff's department gave the police report. There were 3 arrests - 2 traffic arrests and 1 misdemeanor.
Jeff Hogge gave the Police Committee report. Those present at the meeting were the following: Scott Harris, Shawn Rennecker, Jeff Hogge, Terry Beard and Bruce Kendall. The committee discussed downtown parking and the possibility of having Snow removal routes and having the police check certain areas of town for possible illegal activity. They also discussed speeding and squealing tires that seems to happen at night between midnight and 2 a.m. The best solution the council could come up with on the stray cat problem was the trap, neuter and release program in association with the Pike County Animal Shelter. No City funds will be used for this. Council checked with area towns and state ordinances and very little was found. Most of the information was to protect cats. The committee discussed code enforcement and decided to have everyone on the council to submit names/addresses to Jeff Hogge by phone, email, text or in person. Jeff is going to write letter to paper to be published stating that the City is going to make a major push to get codes back in order between now and first of the year. Code letters that go out between now and then will be given until January 3, 2017 to take care of the problem. After that, everyone still in violation will receive a code ticket and will have to appear in court on January 20, 2017. No exceptions. Council discussed increasing the time for the derelict vehicle ordinance which gives 7 days to fix the vehicle, but no firm number of days was proposed.
Mayor Rennecker discussed the Abandoned Property Program. The City has submitted an application to the A.P.P. asking for $30,000 to help with our fix /flatten program. Nine properties were discussed by the committee, but they agreed that not all of these properties need to be demolished; some of them could be repaired. Steve Schultz made a motion to approve the report and Scott Harris seconded the motion.
Melvin Gilbert stated that both sand filters are done and in operation. Purchased new set of blades for the snowplow and have gotten sand for winter for the streets. Two trees were taken down by Fred Stockton's.
Jeff Hogge met with NECAC representatives in Canton, Mo about Tiny Homes. They run around $50,000 and include appliances. Jeff said they are all on one floor with some having a loft. USDA approves loans for this. Steve Schultz asked if ordinance would allow this. Jeff attended several meetings and attended ribbon cutting for Era of Elegance. He also helped with gathering information needed for lawsuit against BBA in regards to apple cider during the 2015 Color Drive.
Roger Fesler appeared before the council asking for a variance to put up a canvas hoop building. Where he would like to put it is a street that has never been opened and waterline runs through there. Roger said he would sign a paper stating he would move the structure if he had to. Council agreed building has to sign paper saying he would move it and does not need variance. Bob Dieker made a motion to approve and Debbie Harshman seconded motion. Roll call taken:

Council discussed the renewal of insurance with Illinois Municipal League. They discussed option #1 and option #2. Option #1 - $66,732.93 pay all at once; Option #2 - S67,400.26 in two installments. Debbie Harshman made a motion to go with option #2 and Bruce Kendall seconded the motion. Roll call taken:

The city received the new contract with the Pike County Animal Control. The annual fee of $3954.00 based on population of 1318 ($3.00 per capita). Steve Schultz made motion to approve the contract and Terry Beard seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.
Mayor Rennecker handed out the new meeting schedule: January 3, 2017 (Tuesday) February 6, 2017 (Monday) March 6, 2017 (Monday) April 3, 2017 (Monday) May 1, 2017 (Monday) June 5, 2017 (Monday) July 3, 2017 (Monday) August 7, 2017 (Monday) September 4, 2017 (Monday) October 2, 2017 (Monday) November 6, 2017 (Monday) December 4, 2017 (Monday) Mayor Rennecker discussed Resolution to use water/sewer funds to pay for sand filter repairs. Mayor Rennecker said that Attorney Brenner suggested we take from sewer main replacement. Bob Dieker made motion to approve and Steve Schultz seconded the motion. Roll call taken:

Mayor Rennecker discussed with Council sewer rate increase or leave like it is. This was suggested when trying to fund sand filter repairs. Attorney Brenner suggested the Resolution to use the funds from sewer main replacement fund. Mayor Rennecker said we need to get more feedback on this.
Mayor and Council discussed the Greene Street sub-division and property access. The access by Floyd Hayes property is platted Public Street. The property behind Floyd's house has not changed hands. Steve Schultz asked if it has been staked out--if not it needs to be done. Mayor Rennecker said it will be staked out and let everyone know the boundaries.
Melvin Gilbert said the EPA is going to be doing county wide municipality tire pick-up. Brenda Middendorf is working with marketing the tire collection. The Health dept. originally planned the tire collection but EPA is doing one municipality pick-up. People will have to bring the tires here and taken to Griggsville, IL. This is free of charge and one week-end only. Brenda is going to talk to Griggsville and see if tires can be taken a couple days earlier.
