McDonough County ESDA & Claims Committee met March 14.

Here is the minutes provided by the Committee:

The ESDA & Claims Committee held its monthly meeting on Tuesday, March 14, 2017 at 7:00 p.m. The meeting was held at the McDonough County Courthouse, 3rd Floor Law Library. Committee members present were Chairman Trevor Toland, Larry Aurelio, Letha Clark, Richard Marcott, Paul Trimmer Dave Nissen and County Board Chairman Scott Schwerer. Members Joshua Jefferson and Earl Sims were absent. Others present were ESDA Director Dan Kreps and County Clerk Gretchen DeJaynes. Beth Jameson was present as recording secretary.

Chairman Toland called the meeting to order at 7:00 p.m.

Approval of February 14, 2017 Minutes

Member Aurelio moved with a second by Member Clark to approve the February 14, 2017 minutes as submitted. Motion carried on a voice vote.

ESDA Director Report

ESDA Director Dan Kreps presented the monthly report. Dan is a member of and attended the WIU emergency response meeting. He also attended the IEMA Region 6 meeting that was held at the new Ameren building and grounds located here in Macomb. The lots could be used as a possible staging area.

The EOC (Emergency Operations Center) was opened last week. A brief walk thru was conducted for all that attended.

Dan met with local National Guard Unit (recently changed to an engineering/construction unit) to discuss working with them in the event of a disaster/emergency. They would assist with the personnel they have available at that time with the equipment on site for the first 72 hours without Governor Authority. After the 72 hours the Governor would have to authorize additional participation. Dan will be assisting the National Guard in planning and conduction an active shooter table top exercise.

Dan met with the Colchester Lions Club to establish their assistance in spontaneous volunteer intake at the beginning of a disaster. This qualifies their Club for funding to help residents during an emergency/disaster.

Supreme Radio has estimated that it will cost $ 700 to do tests on the radome to determine what is not working without removing it from the roof. The committee agreed that this is the next step in getting the radar working.

Dan has purchased new portable and mobile radio to be compatible with local law enforcement.

Dan reviewed the National Weather Service siren guidelines. Sirens will be activated for:

1. 70 mph winds

2. 1 ½ Hail

3. Tornado Warning

The Storm Spotter class will be held on Tuesday, April 4th beginning at 6 p.m. at the 4H Center. He will give away three weather radios.

Approval of Claims

Member Aurelio moved with a second by Member Nissen to approve the claims as submitted. Motion carried on a voice vote.

Member Clark moved with second by Member Trimmer to adjourn the meeting. With no further business to discuss the meeting was adjourned at 7:45 p.m.
