City of Hamilton City Council met Oct. 6.

Here are the minutes provided by the council:

ROLL CALL

The Hamilton City Council met in regular session 7:00pm at the Hamilton City Hall. Attending were Mayor Bocephus Casey, Alderman Andrew Asbury, Tommy Buckert, Brandon Wilson, Debbie Summers, Steve Schlatter and Beverly Boone, Clerk Michelle Dorethy, and Public Works Director Ryan Brotherton.

PLEDGE OF ALLEGIANCE

Mayor Casey led everyone in the Pledge of Allegiance.

MINUTES OF SEPTEMBER 15, 2025

Wilson made a motion to approve the minutes of the September15th council meeting. Summers seconded the motion. Roll was called with Asbury, Wilson, Summers, Schlatter, and Boone voting aye. Buckert abstained.

Motion carried.

Vote results:  Ayes: 5 / Nays: 0

MAYOR’S COMMENTS

Mayor Casey reported that the Halloween events are as follows: Pumpkin carving Friday, October 24th, Trunk or Treat Sunday, October 26th and Trick or Treat is Friday, October 31st.

WELCOME VISITORS

Mayor Casey welcomed visitors. Marlys Jones reported that she still has several T-shirts left to sell.

FINANCE & APPROPRIATIONS

Summers reported the Finance Committee will hold a meeting on Thursday, October 9th at 5:30pm.

a. Selected Check Registers

Summers made a motion to approve the Selected Check Registers. Schlatter seconded the motion. Roll was called with Buckert, Wilson, Summers, Schlatter, Boone and Asbury voting aye.

Motion carried.

b. Ordinance #6 Approving & Authorizing Execution of Redevelopment Agreement Between City – Jacey and Ryan Lansing

Summers made a motion to approve Ordinance #6 The Redevelopment Agreement with Jacey and Ryan Lansing for $3,849.00. Buckert seconded the motion. Discussion was held regarding setting up a residential program that Steve Kline had discussed in the past. Roll was called with Summers, Schlatter, Boone, Asbury, Buckert, and Wilson voting aye.

Motion carried.

HEALTH & SAFETY

a. Police, Fire, Animal Control Department Updates

Asbury gave a report on the following:

    Animal Control – Currently we do not have any animals. Ann is working on a dog bite issue.

    Fire - The Department had a successful golf outing.

    Police – No phone in lobby yet and need storm siren equipment moved.

BUILDING & GROUNDS, PERMITS & ZONING:

a. Committee Report\

Buckert gave a report on the Building and Grounds Committee Meeting that was held on October 1st.

b. Building/Demolition Permits

Buckert presented the following building permits for approval.

  • Rooftop Solar Panels to Dave and Stacy Cunningham at 1841 Keokuk
  • Rooftop Solar Panels to Rod Figge at 131 North 20th St
  • Rooftop Solar Panels to Nathan Classen at 210 Pleasantview Drive
  • Rooftop Solar Panels to Tim Hempen at 290 North 13th
  • Rooftop Solar Panels to Mary Ann Martens at 360 South 3rd
Buckert made a motion to approve the building permits. Wilson seconded the motion. Roll was called with Schlatter, Boone, Asbury, Buckert, Wilson, and Summers.

Motion carried.

PUBLIC WORKS

Schlatter reported the Public Works Committee will hold a meeting on Thursday, October 16th at 5:30pm.

a. Public Works Director Update

Public Works Director, Ryan Brotherton reported that Broadway Street, Non-MFT Project, is complete. He also noted that there were two water main breaks.

b. Ordinance #7 Amending City Code Chapters 70-75 Regarding Traffic and Parking Regulations

Schlatter made a motion to approve the Ordinance #7 Amending Chapters 70-75 of The Hamilton City Code regarding speed limits, stop, yield, school zone, and warning signs. Asbury seconded the motion. Roll was called with Boone, Asbury, Buckert, Wilson, Summers, and Schlatter.

Motion carried.

ECONOMIC & TOURISM

Wilson reported that the Economic and Tourism Committee will hold a meeting on Wednesday, October 15th at 5:30 pm.

Wilson noted that the Electronic Clean up will be Friday, October 17th.

ADJOURNMENT

Schlatter made a motion to adjourn the meeting at 7:49 pm. Wilson seconded the motion. Roll was called with Boone, Asbury, Buckert, Wilson, Summers, and Schlatter.

Motion carried.
