City of Pittsfield City Council met April 4.

Here is the minutes as provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, April 4, 2017, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Bill Scheiwe, Robert Wilson, Kevin Wombles and Robert Wood. 

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Scheiwe seconded the motion.

Alderman Wood moved to approve a permanent transfer from Gas Fund to Airport Fund in the amount of $20,000.00.

Alderman Lennon seconded the motion.

Alderman Wombles moved to approve the MECO Engineering Agreement for the KDI Sewer System Improvement Projects in the amount of $27,000.00.

Alderman Ritchart moved to approve Pay Resolution No. 6, Estimate of Funds Needed, New Fire Department Building.

City Clerk Prentice read a proclamation proclaiming the week of April 24 to April 28, 2017 as Arbor Day Week.

Mayor Hayden reported he has signed an agreement with Direct Energy for the City’s electric accounts for a 36-month period at $.04979 (compared to Ameren’s current bid rate of $.06585). Our previous rate was.05863 so a savings of 24%, or $72,000.00 for the three-year period is anticipated. Eight energy suppliers quoted bids.

Alderman Ritchart moved to approve the Pike County Language Access Plan 2017.

Alderman Wilson seconded the motion.

Alderman Knight moved to advertise for three summer helpers for this year.

Alderman Lennon seconded the motion.

Alderman Ketchum moved to waive the bid process for the sewer jetter bid due to the nature of the item being one of special use.

Alderman Ritchart seconded the motion.

Alderman Knight moved to purchase a 2007 reconditioned sewer jetter from Coe Equipment Inc. in the amount of $135,000.00.

Alderman Wood seconded the motion.

Mayor Hayden reminded everyone there is a leash law in Pittsfield. If the dog is on your personal property it is legal, but once it leaves your property, it is illegal if it is not on a leash. People can sign a complaint against someone for their dog running loose and it can be taken to court.

Mayor Hayden announced Glenna Pruitt is the new Park Ranger for the City and she is moving her camper out there today or tomorrow. The lake will open next week, either Wednesday, April 12 or Thursday, April 13.

Alderman Lennon moved to leave the amount of firewood a camper can take from the available pile up to the Park Ranger but no pickup loads are to be taken. Camping is first come, first serve and pads can only be “reserved” by having a camper or tent on the actual site and payment being made. A site can only be occupied by the same camper for a maximum two-week period.

The pre-construction meeting for the new forced main is scheduled for April 11, 2017 at 11:00 a.m.

Zoning and Building Permit Administrator Tom Reinhardt sent a letter to Mark Goehl, the owner of the old laundromat, with a timeframe for cleanup.

Alderman Scheiwe stated he has locked in 70% of the gas for two years for $2.91. The price had already risen to $3.11 yesterday.

Alderman Ketchum reported the trout fishing at the lagoon was a big success. There were 50-60 kids present and a total of about 150 people present. He thanked Pike County Quail Unlimited,

Max Middendorf, IDNR and Pikeland Motors for their donations of rods & reels and tackleboxes to give the kids. He said the City will definitely stock trout again in the fall and thanked everyone who helped make it a success.

Alderman Wombles asked Street and Alley Foreman Jeff Griggs to look Meadow Creek Drive because the pipe next to the road is washing out.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Chief of Police Kenny Yelliott showed the Council a video of the ALICE training being taught to the staff at both Pittsfield High School and Pikeland Community School.

Alderman Wilson asked about the status of Clarksville Road and Higbee Street. Engineer

Max Middendorf stated core samples need to be taken to determine the base thickness.

The State of Illinois is having a bid letting in November on Washington Street only for the driving lanes.

Alderman Knight moved to adjourn this meeting at 6:40 p.m.
