City of Virginia Council met March 12.

Here is the minutes provided by the Council:

Mayor Brunk opened the regular meeting at 7:31 pm. Roll was called French, Anderson, Bowman, Wulf and Cox answered present. Alderman Behrends was not present. The minutes of the February meeting were presented. Alderman Wulf made a motion that the meeting minutes be approved and Alderman Cox seconded. Motion carried unanimously. The monthly treasurer’s report was in the council’s monthly packet, the council reviewed. The video gaming revenue for the month of February was $2688.19. The sales tax figures for the month of February were $12705.17. There was no transfer of funds this month. Monthly bills were presented. Alderman Wulf made a motion and Alderman Anderson seconded that the bills be paid as presented. Motion carried unanimously. Treasurer Barrett stated that there were some errors found when reviewing financials but those have now been corrected. Budget is on track for the City. Alderman French thanked Treasurer Barrett on the great job he does as Treasurer. Mayor Brunk seconded Alderman French and also expressed appreciation for Jeanette Lacy with all that she does as well.

Public Comment:

Donnie Reynolds: There is a green pipe sticking up with no cover on it at Cass St/Adams St. McClure states there was a steel cover, someone must have taken it off

Ashley Reese: stated it was good to see the Beardstown Ambulance coming to town.

Students of the month:

The Students of the Month awards were presented at the PBIS Assembly at the school.

Public Works (McClure): McClure stated that the meter project is still going on. There were 2 leaks and debris is still getting in the drains. Working on cleaning up the sewer plant.

Police Chief (Helmich): 163 calls, 4 arrests. Chief Helmich is attending an active shooter training with the Cass Co Sheriff Department Officers.

Fire Chief (Reynolds): 3 calls: rollover on 125, responded to a lift assist; child had fallen off a 4-wheeler, rollover on 78. The fish fry has been set for September 15th 2018 from 3-7pm this year. There may be another fundraiser as well.

Board Reports

Zoning (Merriman): nothing to report at this time

Park (Cox): Gibby starts back on March 15th at the park. There is some worry associated with the manhole. Park members have asked the city/chief to enforce the 10pm curfew up at the park. Council agrees unanimously. Next meeting 03/21 7pm.

Library: A letter template from the lawyer is needed. Grant requests have been sent in. The library will be closed March 30th and 31st. Next meeting is March 13th at 6pm.

Economic Development (Anderson): nothing to report at this time

Cemetery (Behrends): Alderman Cox made a motion to reappointment Alderman French on the cemetary board as he has served for several years. Alderman Bowman seconded, motion carried unanimously.

Attorney’s Report: nothing to report at this time

Aldermanic Reports

Cox: Thanked Treasurer Barrett and Jeanette for their work on the budget. Asked if there will be a spring cleanup. McClure stated no, there will be a brush pick up at the end of the April though.

Behrends: not present

Wulf: Thanked Treasure Barrett for all his work and appreciates all the alderman meeting on a Saturday to get things complete. Also mentioned that the city workers are doing a good job.

Bowman: nothing to report at this time

Anderson: stated there was a hole in the alley on the southside of the square. McClure stated that there was a water main break in the manhole there and it is still open so they don’t have to continue to re dig to repair it. There is a sewer line broke behind the dime store so there will be more work that needs to be done in that area.

French: nothing to report at this time

Clerks Report: Statements of Economic Interest are due May 1st.

Mayor’s Report: Mayor states that there is an Appreciation event for Robert Daniel and Pat Blair (MECCA) at the Depot on March 21st from 2pm-4pm. The Mayor also would like to thank MECCA for their 38 years of service. Mayor Brunk also stated that the papers have been signed and Lori Finney is now the new owner of the grocery store. Mayor Brunk also mentioned that in the spring there will be a new Property Maintenance Code and it will be enforced. Copies of this will be given as requested. Mayor Brunk asked Alderman Anderson about the progress on the clean up of the bricks in the alley on the square and requested them to be cleaned up as Randy needs to get access to the water line back there. Mayor Brunk informed the council that the Ambulance Agreement was official and will plan on opening soon, though there has no official date been set. The Ambulances need updated/upgraded and the Gill Family has graciously donated money towards this. The Mayor would like to thank the Gill Family for their continued extreme generosity towards this community.

New Business:

FY 2018/2019 City Budget (First Reading):

The city is on track to improve its financial situation. Budget is down $172,446 from last year. The expenses are also down over this year and revenue has shown a $.61 net gain. Alderman Wulf made a motion to approve the First Reading of the City Budget, Alderman Cox seconded. Motion carried unanimously.

Cemetery Agreement:

Alderman Bowman asked McClure how many part time workers are at the cemetery? McClure responded there are 3-4 workers for the cemetery, park, and street. Alderman Bowman asked if summer help was added would this help? McClure stated it would free up the other guys to complete other work that needs to be done. Alderman Wulf made a motion to approve the Cemetery Agreement, Alderman Cox seconded. Motion carried unanimously.

Park Agreement:

Alderman Anderson made a motion to approve the Park Agreement and Alderman French seconded. Motion carried unanimously.

Library Agreement:

Alderman Cox made a motion to approve the Library Agreement and Alderman Wulf seconded. Motion carried unanimously.

At 8:04 pm, Alderman Cox made a motion to adjourn into Executive Session, Alderman Wulf seconded. Motion carried unanimously.

At 8:14 pm, the council resumed regular session. With nothing further to discuss at this time in open session a motion was made by Alderman Wulf to adjourn at 8:15 pm and seconded by Alderman Bowman. Motion carried unanimously.
