The West Prairie School District #103 Board of Education met on March 22 2018, at 7:00 p.m., in a regularly scheduled meeting at West Prairie High School. Board members present were: Scott Vogler, Matt Zimmerman, Lee Moore, Sherrie Weaver, Lisa Butterfield, Matt Mencel, and David Geltmacher. Members absent: None.
Pledge Of Allegiance:
The Board and audience stood and recited the Pledge of Allegiance to the Flag.
Students Of The Month:
Middle School Students of the Month selected by the West Prairie staff were: fifth grade, Kolton Goodpasture; sixth grade, Lillianna Kuehner; seventh grade, Trevor Honsman; eighth grade, Luke Shirey.
High School Students of the Month were: freshman, Alison Wetzel; sophomore, Johnny Dean; junior, Caitlyn Geltmacher; senior, Caleb Moore.
The Board and audience honored Coach Greg Duncan and the eighth grade boys basketball team on their second place win at the State Finals.
Anderson Poulter distributed Prom invitations to the board.

Consent Agenda:
Mencel moved and Weaver seconded to approve the February 22, 2018 regular meeting minutes, the March 8, 2018 regularly scheduled meeting minutes with changes, the March 20, 2018 Community Engagement minutes, the bills and activity accounts, and the acceptance of an anonymous donation of $100 for the South Elementary and $100 for the High School to offset student lunch accounts. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.
Standing Reports:
Enrollment, Athletic, Administrative, and Community Engagement reports where provided to board members. Superintendent Kilver reported that the City of Colchester provided $2950 in reimbursement from TiF money for the South Elementary sidewalk entrance. Principal Edholm reported that the Macomb Fraternity of Police provided $175 for a bounce house for the Bounce Back and Thrive event. She offered thanks to the West Prairie FFA for helping to provide child care during the program. Principal Watson announced that the student-led conferences were successful again this year with a 93% participate rate. Principal Sullivan announced the dates for the spring play, the SADD sponsored mock crash, Prom, and SAT testing.
Technology Department Plan:
Technology Director Annette Leckrone presented and discussed the Plan on a Page for the technology department. Discussion only.
Approve The Renewal Of Ihsa Membership:
Moore moved and Zimmerman seconded to approve the renewal of IHSA membership for 2018-2019. President Vogler called for a voice vote. Those members voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.
Approve The Bwp Team Football Camp Request:
Zimmerman moved and Weaver seconded to approve the BWP team football camp request as presented. President Vogler called for a voice vote. Those members voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.
Adopt Resolution To Prohibit Sexual Harassment – Policy 5:20 E:
Butterfield moved and Mencel seconded to adopt the resolution to prohibit sexual harassment – Policy 5:20 E as presented. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.

Executive Session:
Mencel moved and Weaver seconded to enter into executive session at 8:02 p.m. to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. However, a meeting to consider an increase in compensation to a specific employee of a public body that is subject to the Local Government Wage Increase Transparency Act may not be closed and shall be open to the public and posted and held in accordance with this Act. 5 ILCS 120/2 (c) (1).

Employment:
Moore moved and Mencel seconded to employ Grant Bland as the head coach for Middle School Baseball for the 2018-2019 school year. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.
Weaver moved and Geltmacher seconded to employ Jennifer Worthington as a sub cook for the Food Service Department pending all pre-employment requirements and background checks. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.
Resignation/Retirement:
Mencel moved and Weaver seconded to accept the resignation of Jansen Baker (WPHS High School Boys Basketball Coach) effective March 23, 2018. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.
Moore moved and Zimmerman seconded to accept the retirement of Lucy Pierce (WPHS Paraprofessional) effective the last day of the 2017-2018 school year with thanks for her service to the students of West Prairie. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Butterfield, Mencel, and Geltmacher. Nays: None. The motion carried.
Leaves:
Zimmerman moved and Mencel seconded to approve 3.0 Unpaid/Dock Days (March 14-16) for Meredith Gravina (WPHS English). Those members on roll call voting “aye”: Zimmerman, Weaver, Butterfield, Mencel, and Geltmacher. Nays: Vogler, Moore. The motion carried.
Mencel moved and Butterfield seconded to approve 2.0 Unpaid/Dock Days (March 21 - pm only, March 22 – all day, and April 6 – pm only) for Marita Fosnow (WPMS Administrative Assistant).
