McDonough County Board met March 21.

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse at 7:00 p.m. roll call resulted in 21 present. Sheriff Rick VanBrooker made the opening declaration. Chairman Schwerer led the Pledge of Allegiance.
Exhibit 1:
Board Member Aurelio moved with second by Board Member Mahr to approve the minutes of February 21, 2018. Motion carried with a voice vote.
Exhibit 2:
The report from Public Defender, Nigel Graham for the month of February 2018 was received and filed.
Exhibit 3:
The report of Sales Tax collected in December 2017 was received and filed. County sales tax, Public Safety tax, and Transportation tax were all up.
Exhibit 4:
The report of Balances and Investments from County Treasurer Graves for the month of February 2018 was received and filed.
Exhibit 5:
The report of Circuit Clerk Wilson for the month of February 2018 was received and filed.
Exhibit 6:
The report from County Clerk DeJaynes on Warrants Issued in Vacation for the month of February 2018 was received and filed.
Exhibit 7:
The Transfer of Appropriations of Monies was referred to the Finance Committee. Board Member Henry reported the finance committee did not transfer any funds as Exhibit 7A
Exhibit 8:
Board Member Aurelio moved to approve the report of the Finance Committee as read with Board Member Hemingway seconding the motion. Motion carried with a roll call vote of 20 yeas, one pass as Exhibit 8A.
Exhibit 9:
Board Member Toland moved with Board Member Oster seconding to dispense with the reading of the claims report and to approve it as approved by the Claims committee. Motion carried with a roll call vote of 20 yeas, and one pass as Exhibit 9A.
Exhibit 10:
2016-2017 Macomb Public Building Commission Revenue and Expenses was received and filed.
Exhibit 11:
Board Member Dixon moved with Board Member Henry to approve the reappointment of Dr. Karen Blakely for a 3 year term to the McDonough County Board of Health. Motion carried with a voice vote.
Exhibit 12:
Board Member Aurelio moved with Board Member Oster to approve the reappointment of Robert Anstine, RPH for a 3 year term to the McDonough County Board of Health. Motion carried with a voice vote.
Exhibit 13:
Board Member Henry moved with Board Member Twaddle to approve the reappointment of Marcia Moll for a 3 year term to the McDonough County Board of Health. Motion carried with a voice vote.
Exhibit 14:
Board Member Nissen moved with Board Member Sims to approve the appointment of Jack Lowderman to the Board of Review. Motion carried with a voice vote.
Exhibit 15:
Board Member Oster moved with Board Member Mahr to approve the appointment of Alice Henry to the Board of Review. Board Member Henry was recused from the vote. Motion carried with a voice vote.
Exhibit 16:
Board Member Nissen moved with Board Member Aurelio to approve the reappointment of Randy Hollenback to the Bushnell Fire Protection District. Motion carried with a voice vote.
Exhibit 17:
Board Member Marcott moved with Board Member Twaddle to approve the Bituminous Letting. Motion carried with a roll call vote of 20 yeas, and 1 pass as Exhibit 17A
Exhibit 18:
The Wind Turbine Road Use Agreement was received and filed.
Exhibit 19:
Board Member Mahr moved with Board Member McGrew to approve the Intergovernmental Agreement-911 First Amendment. Motion carried with a roll call vote of 20 yeas, one pass as Exhibit 19A
Exhibit 20:
Board Member McGrew moved with Board Member Mahr to approve the Intergovernmental Agreement-911 Second Amendment. Motion carried with a roll call vote of 20 yeas, one pass as Exhibit 20A
Exhibit 21:
Board Member Aurelio moved with Board Member Clark to approve the appointment of Edgar Rodriguez as the new ESDA Director. Motion carried with a voice vote.
Former ESDA Director Dan Kreps was thanked for his years of service.
Other:
Marcia Twaddle was presented a check for $100 to Vibe that was donated by the County Board Association on behalf of the McDonough County Board.
