West Prairie Community Unit School District 103 Board met April 26.

Here is the minutes provided by the Board:

The West Prairie School District #103 Board of Education met on April 26, 2018, at 7:00 p.m., in a regularly scheduled meeting at West Prairie High School. Board members present were: Scott Vogler, Matt Zimmerman, Lee Moore, Matt Mencel, and David Geltmacher. Members absent: Sherrie Weaver and Lisa Butterfield. Weaver arrived at 7:27 p.m.

Pledge Of Allegiance:

The Board and audience stood and recited the Pledge of Allegiance to the Flag.

Students Of The Month:

Middle School Students of the Month selected by the West Prairie staff were: fifth grade, Belle Petty; sixth grade, Lillian Cooper; seventh grade, Braydon DeCounter; eighth grade, Ella Wayne.

High School Students of the Month were: freshman, McLain Engnell; sophomore, Bailey Rauch; junior, Ethan Hunt; senior, Gabbreauna Bemis.

Comments From The Public:

There were no comments from the public.

Lee Moore thanked the West Prairie SADD Club and Drama Club for help with the mock crash presented by area responders.

Consent Agenda:

Zimmerman moved and Moore seconded to approve the March 22, 2018 regular meeting minutes, the bills and activity accounts, the approval of IESA Annual Membership Renewal, the approval of a request for overnight IESA track travel, and the approval of a contract with WIU Speech Services, and the approval of the district Title I Plan. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Standing Reports:

Enrollment, Athletic, Administrative, and Community Engagement reports where provided to board members. Principal Watson announced that she and Corinne Biswell were selected to present on student-led conferences at the Triple I Conference in November. Principal Sullivan announced that the mock crash was successful and was led by the drive from students in SADD. AD Fisher reported that the athletic department is making progress in filling coaching positions and participation is good.

Food Service Plan:

Food Service Director Sara Hilton presented and discussed the Plan on a Page for the food service department and reviewed the CEP process which would provide a free lunch to all West Prairie students. Discussion only.

Discussion Of Community Engagement:

The board discussed the Community Engagement process and time line. Discussion only.

Review Of Amended Budget Process:

The board reviewed the process for amending the budget. Discussion only.

Review Of Transportation Budget And Fleet Capacity:

The board reviewed the transportation budget and fleet capacity. Discussion only.

Review Of Proposed Athletic Season Passes And Official Payment Schedule:

The board discussed the athletic season pass proposal and the payment schedule for officials. Discussion only.

Review Of Student Self-Transportation Policy:

The board reviewed a student self-transportation policy. Discussion only.

Approval Of Board Members For Collective Bargaining Committee:

Mencel moved and Weaver seconded to approve Scott Vogler, Lee Moore and Sherrie Weaver with Matt Zimmerman as an alternate as members of the collective bargaining committee. President Vogler called for a voice vote. Those members voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: none. The motion carried.

Approval Of Risk Management Plan As Presented:

Moore moved and Zimmerman seconded to approve the risk management plan as presented. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Approval Of South Elementary Surveillance Project As Presented:

Zimmerman moved and Mencel seconded to approve the South Elementary surveillance project as presented. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Place Policies 2:260, 4:40, 5:20, And 5:170 On Second Reading And Adopt:

Mencel moved and Geltmacher seconded to place policies 2:2260, 4:40, 5:20, and 5:170 on second reading and adopt. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Discussion Of Iasb Matters:

The board discussed IASB matters. Discussion only.

Executive Session:

Mencel moved and Zimmerman seconded to enter into executive session at 8:14 p.m. to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. However, a meeting to consider an increase in compensation to a specific employee of a public body that is subject to the Local Government Wage Increase Transparency Act may not be closed and shall be open to the public and posted and held in accordance with this Act. 5 ILCS 120/2 (c) (1).

Collective bargaining matters between the public body and its employees or their representative, or deliberations concerning salary schedules for one or more classes of employees. 5 ILCS 120/2(c)(1)

Security procedures, school building safety and security, and the use of personnel and equipment to respond to an actual, a threatened, or a reasonably potential danger to the safety of employees, students, staff, the public, or public property. 5 ILCS 120/2 (c) (8)

Return To Open Session:

Mencel moved and Geltmacher seconded to return to open session at 9:00 p.m. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Employment:

Weaver moved and Mencel seconded to employ Tucker Bland as the assistant coach for Middle School Baseball for the 2018-2019 school year pending all pre-employment requirements and background checks. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Moore moved and Zimmerman seconded to employ Greg Duncan as the head coach for WPHS boys basketball for the 2018-2019 school year. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Mencel moved and Zimmerman seconded to employ Ian Conkling as K-12 Physical Education/Health teacher for the 2018-2019 school year pending all pre-employment requirements and background checks. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Mencel moved and Weaver seconded to employ Grant Bland as a part-time Physical Education Paraprofessional for 2018-2019 school year. (Three days per week/up to 4 hours daily/1st semester). Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Moore moved and Geltmacher seconded to extend a contract to Grant Bland as a K- 12 Physical Education Teacher for the 2019-2020 school year. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Zimmerman moved and Weaver seconded to employ Sandra Lee Watters as a substitute bus driver pending all required tests, physical and background checks. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Resignation/Retirement:

Zimmerman moved and Mencel seconded to accept the resignation of Lorree Kerr (WPMS 7th/8th Math) effective August 10, 2018. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Moore moved and Weaver seconded to accept the retirement of Lisa Davison (WPMS Special Education/Inclusion) effective August 5, 2018. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Zimmerman moved and Weaver seconded to accept the resignation of Susan Cangro (Title I Teacher/Elementary) effective May 24, 2018. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Mencel moved and Geltmacher seconded to accept the resignation of Danielle VanWinkle and the WPMS Head Girls Basketball Coach effective May 24, 2018. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Zimmerman moved and Mencel seconded to accept the irrevocable letter of retirement of Cindy Emory (WPHS Math Teacher) effective June 21, 2019. Per the WPEA contract, the acceptance of this retirement initiates Mrs. Emory’s eligibility for eh Option B retirement incentive. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Leaves:

Zimmerman moved and Mencel seconded to approve 1.0 Unpaid/Dock Days (April 13) for Marita Fosnow (WPMS Administrative Assistant). Those members on roll call voting “aye”: Zimmerman, Moore, Mencel, and Geltmacher. Nays: Vogler, Weaver. The motion carried.

Transfer:

Moore moved and Weaver seconded to approve the transfer of Danielle VanWinkle from 5th/6th Math to 7th/8th Math for the 2018-2019 school year. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.

Zimmerman moved and Geltmacher seconded to adjourn at 9:17 p.m. Those members on roll call voting “aye”: Vogler, Zimmerman, Moore, Weaver, Mencel, and Geltmacher. Nays: None. The motion carried.
