City of Pittsfield City Council met June 5.

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, June 5, 2018, at 7:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The purpose of the meeting was to transact any business legally brought before it.
The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and
Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Bill Scheiwe, Kevin Wombles
and Robert Wood.
Absent: Alderman Robert Wilson
Mayor Hayden presided.

June 19, 2018, in order to check with the Pike Press for their approval of the project.

Jim Brown, who is assisting Bob Evans, addressed the Council regarding the Nicolay/Hay Day on the Courthouse lawn June 15 and 16, 2018. Both men were secretaries of Abraham Lincoln. The event is being held in conjunction with the 200th anniversary of the State of Illinois and event coordinators hope to make it an annual event. There will be a reenactment of the John Hay and Lorena Bates wedding and an ice cream social in remembrance of the first introduction of ice cream to Pike County. They would like the large City tent to be placed on the northeast corner of the Courthouse lawn in case of inclement weather and protection for hot weather. There will be carriage rides available around the square. Insurance coverage has been purchased for all events, including the ice cream social and carriage rides. It was suggested that they ask the County for permission to use the grounds for the event.
Alderman Ketchum moved to allow the City tent to be placed at the Nicolay/Hay Day event. Mayor Hayden said the City would set it up.

Mayor Hayden announced there will be a Community Meet and Greet at the Pittsfield Fire Department building on June 12, 2018 from 11:00 a.m. to 1:30 p.m. for the community to meet Megan Newman, Economic Development Director for the City of Pittsfield, and Casey French from Cass Communications or to ask questions or have suggestions for either party. Gianni’s pizza and salad will be provided by Cass Communications.
Alderman Ketchum moved to advertise for bids to take out the old tennis courts at King Park and pour two new courts. The advertisement will run for two weeks in both the Pike County Express and the
Pike Press.

Alderman Ketchum moved to waive the bid process on the lake road project due to time being of the essence, and accept the bid from Callender Construction in the amount of $59,904.60 for an oil and chip process. Callenders can get started on the project in two weeks.

Mayor Hayden announced the governor has named the City of Pittsfield an Opportunity Zone which provides investors with a ten-year tax deal. An Opportunity Zone is highly sought after, and it is an honor to get one.
Mayor Hayden said the City will start having quarterly safety meetings, as recommended by the City’s insurance company. Illinois Public Risk Fund provides free training. Mayor Hayden asked for volunteers from the Council to serve on the committee or he will choose members. Alderman Wood volunteered to serve on the committee. Mayor Hayden stressed that employees are required to wear hard hats when working around machinery.
Max Middendorf of MECO Engineering and Megan Newman, Pittsfield Economic Director, will be giving two Power Point presentations during a Reverse Funding Fair at John Wood Community College tomorrow. One presentation is for the million-dollar sewer extension project, for which the income qualified through the surveys received from residents in that area. The other is for the restoration of the water towers. The first presentation will be at 1:00 p.m. and the second will be at 1:30 p.m.
The Illinois Municipal League has been fighting hard for municipalities. The General Assembly approved a state budget that partially restores the 10% cut to the Local Government Distributive Fund (LGDF) adopted in the SFY 2018 budget. In the SFY 2019 budget, LGDF distributions are reduced by 5%. The budget also reduces the administrative fee on locally imposed sales taxes from 2% to 1.5%.
Chief of Police Kenny Yelliott commended Police Officer Silas Greening for life saving methods he performed on a domestic call. Unfortunately, the efforts were unsuccessful, but Officer Greening did a very good job on the call.
