Village of Franklin Board of Trustees met June 5.

Here is the minutes provided by the Board:

Mayor Paul Turpin called the regular monthly meeting of the Village of Franklin Board of Trustees to order at 7:00 pm on Tuesday, June 5, 2018 in the town hall. Trustees present were Jennifer Little, Wyatt Smith, Josh Slaughterback, and Tami Thompson. Trustee Jason Ford entered the meeting at 7:05 pm. Trustee Nicole Fromme was absent.

Treasurer, Angie Gill presented the Treasures Report. Tami Thompson made a motion to accept the Treasurer's Report. Jennifer Little seconded the motion. The voting was as follows: Jennifer Little-yes, Wyatt Smith-yes, Josh Slaughterback-yes, and Tami Thompson-yes. The motion carried. Angie Gill presented bills paid and to be paid. Josh Slaughterback made a motion to approve the bills paid and to be paid. Tami Thompson seconded the motion. The voting was as follows: Wyatt Smith-yes, Josh Slaughterback-yes, Tami Thompson-yes, Jennifer Little-yes, and Jason Ford-yes. The motion carried.

Jim Morris of Benton & Associates gave a brief update on the water main replacements and general project. He presented the Board of Trustees with an invoice and pay request. Wyatt Smith made a motion to approve the USDA Pay Authorization #9 in the amount of $28,330.39. Tami Thompson seconded the motion. The voting was as follows: Jason Ford-present, Wyatt Smith-yes, Josh Slaughterback-yes, Tami Thompson-yes, and Jennifer Little-yes. The motion carried.

Jason Ford made a motion to approve the meeting minutes from May 2018. Jennifer Little seconded the motion. The voting was as follows: Josh Slaughterback-yes, Tami Thompson-yes, Jennifer Little-yes, Jason Ford-yes, and Wyatt Smith-yes. The motion carried.

Andy Fairless was present to give the Supervisors Report. He is still waiting on Royell to discuss camera options for the Village. He has started working on the playground area in the park.

Buildings, Roads, and Drainage - The bids were not in yet, but a special meeting will be scheduled to approve the bids after the 18th of June.

Finance/Payroll - There is an audit scheduled in July.

Insurance - The insurance representative came to the Village Hall and spoke with the employees on the 18th of May to explain the three different choices for insurance. All employees chose the same plan.

Personnel - At 7:28, Wyatt Smith made a motion to go into closed session to discuss a personnel issues that occurred before and on June 1, 2018. Tami Thompson seconded the motion. The voting was as follows: Tami Thompson-yes, Jennifer Little-yes, Jason Ford-yes, Wyatt Smith-yes, and Josh Slaughterback-yes. The motion carried. The board re-entered regular session at 8:21 pm. Tami Thompson made a motion to terminate Larry Carriger for harassment and creating a hostile work environment, effective immediately. Wyatt Smith seconded the motion. The voting was as follows: Jennifer Little-yes, Jason Ford- present, Wyatt Smith-yes, Josh Slaughterback-yes, and Tami Thompson-yes. The motion carried.

Utility Reconnect - There is nothing to report from this committee.

Utilities - There is nothing to report from this committee.

Tami Thompson talked to Jason Courier about sending home a pamphlet with students, in the fall, to explain One Call Now Alerts to the community. She will also have information about the system at the information booth during the Fourth of July festivities.

As Andy Fairless mentioned previously, the Village is waiting on Royell to discuss camera options for a few locations throughout the Village.

Tami Thompson spoke with Darin Seymour about a possible grant for new mulch for the park playground. Jennifer Little suggested looking into the costs and life expectancy of rubber pads versus wood chip mulch and rubber mulch. Some quotes will be provided during the July meeting.

There are two properties owners in the Village that will receive letters of legal action against the abandonment of their properties.

The Board discussed the possibility of updating the Energy Efficient Allowances to include thermostats, but opted out.

The Board discussed an opportunity to purchase a Bobcat Skid Steer from Joe Wood and how it could benefit the Village with upkeep on the roads and more. Josh Slaughterback made a motion to purchase a 2008 Bobcat Skid Steer for $22,500, from Joe Wood, out of the water and gas funds. Jason Ford seconded the motion. The voting was as follows: Josh Slaughterback-yes, Tami Thompson- yes, Jennifer Little-yes, Jason Ford-yes, and Wyatt Smith-yes. The motion carried.

Tami Thompson made a motion to close the normal streets for the Fourth of July celebration. Wyatt Smith seconded the motion. The voting was as follows: Tami Thompson-yes, Jennifer Little-yes, Jason Ford-yes, Wyatt Smith-yes, and Josh Slaughterback-yes. The motion carried.

Wyatt Smith made a motion to suspend the park ordinance for alcohol on July 3rd, beginning at 3 pm, until July 4th, ending at 3 am. Tami Thompson seconded the motion. The voting was as follows: Jennifer Little-yes, Jason Ford- yes, Wyatt Smith-yes, Josh Slaughterback-yes, and Tami Thompson-yes. The motion carried.

Jason Ford made a motion to accept the agreement allowing the fireworks display on July 4th. Josh Slaughterback seconded the motion. The voting was as follows: Jason Ford-yes, Wyatt Smith-yes, Josh Slaughterback-yes, Tami Thompson-yes, and Jennifer Little-yes. The motion carried.

The Board of Trustees expressed their appreciation for Joe Woods and all of the times he lends a hand to the Village. Joe recently helped fix some of the road on Reinbach.

Tami Thompson discussed the possibility of Board members using Skype as a conferencing if they cannot be present at a meeting but feel they should be a part of particular decision making. Mayor Paul Turpin will look into it.

Wyatt Smith made a motion to adjourn. Jennifer Little seconded the motion. The voting was as follows: Jason Ford-yes, Wyatt Smith-yes, Josh

Slaughterback-yes, Tami Thompson-yes, and Jennifer Little-yes. The motion carried.
