City of Pittsfield City Council met Dec. 4.

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, December 4, 2018, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Robert Wilson and Kevin Wombles.

Absent: Aldermen Bill Scheiwe and Robert Wood.

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Knight seconded the motion.

The motion carried.

Alderman Ritchart moved to accept the recommendation of the Planning Commission to approve permanently rezoning the property owned by Gregory A. and Dawn R. Bores located behind 1174 East Washington Street from B-3, Highway Business District, to R-3, Multiple Family Dwelling District to allow them to build a duplex.

Alderman Ketchum seconded the motion.

Alderman Ritchart moved to accept the recommendation of the Zoning Committee to approve the variance for Gregory A. and Dawn R. Bores, owners of the property located behind 1174 East Washington Street, for a permanent easement which will be a width of twelve feet (12’) instead of the required twenty-five feet (25’).

Alderman Wombles seconded the motion.

Alderman Ketchum moved to approve a $300.00 Christmas bonus for all full-time City employees and a $100.00 bonus for all part-time City employees.

Alderman Ritchart moved to accept the resignation of Police Officer Silas Greening effective

December 31, 2018. Chief of Police Kenny Yelliott said Mr. Greening is going to work as a Deputy Sheriff and Chief Yelliott appreciates the great job Mr. Greening has done as an employee of the City Police Department.

Alderman Lennon seconded the motion.

Alderman Wombles moved to amend the employee residency requirement to allow employees to reside within a thirty-mile radius of the City limits, with the exception of the Chief of Police, Deputy Chief of Police and Department Supervisors, who shall live within a one-mile radius of the City limits. The residency requirement will be reviewed for any specialty jobs in the future.

Alderman Lennon seconded the motion.

Alderman Ketchum moved to approve the annual audit for fiscal year May 1, 2017 to April 30, 2018.

Alderman Knight seconded the motion.

Alderman Wombles moved to approve the MECO agreement for updating the map for the TIF I District at as cost of $3,956.00.

Alderman Ketchum seconded the motion.

Alderman Ketchum moved to approve remaining with the same health insurance coverage as last year with a renewal increase of 4.58%. The liability and worker’s compensation coverages were up only $856/year.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Alderman Knight announced the Parks and Recreation Committee of the Mapping Program will have a meeting at the Farm Bureau Thursday, December 6, 2018 at 6:00 p.m. to discuss a disc golf course at Lake Pittsfield.

Alderman Ritchart moved to go into closed session at 6:45 p.m. to discuss personnel.

Alderman Ketchum seconded the motion.

Alderman Wombles moved to go back into open session at 6:53 p.m.

Alderman Ritchart moved to promote Police Officer Michael Starman to Deputy Chief of Police effective December 7, 2018 at a salary of $54,000.00.

Alderman Knight moved to adjourn this meeting at 6:55 p.m.
