City of Pittsfield City Council met Jan. 2.

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Wednesday, January 2, 2019, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Robert Wilson, Kevin Wombles and Robert Wood.
Absent: Alderman Bill Scheiwe.
Mayor Hayden presided.
Alderman Ketchum moved to approve the minutes of the last regular Council meeting.
Alderman Knight seconded the motion.

Alderman Ritchart moved to accept the recommendation of the Zoning Committee to approve the variances for Square 1838 (Jonas Petty), owner of the property located at 380 West Adams Street, for the following:
- A minimum street right-of-way of forty feet (40’) instead of the required sixty feet (60’)
- A front yard of eighteen feet (18’) instead of the required twenty feet (20’) in an R-3 district
- A zero-feet (0’) side yard when splitting duplex lots instead of the required six feet (6’) and not less than a combined fifteen feet (15’) in an R-3 district
- A side yard of six feet (6’) and a combination of twelve feet (12’) instead of the required six feet (6’) minimum and fifteen feet (15’) combined in an R-3 district
- A rear yard of twelve feet (12’) for all lots, interior and corner lots, instead of the required twenty-five feet (25’) for interior lots and fifteen feet (15’) for corner lots in an R-3 district.
- A total lot area less than 6,000 square feet but not smaller than 3,470 square feet for each lot.

Alderman Ritchart moved to approve Ordinance No. 1619, An Ordinance Rezoning a Parcel of Real Estate Located in the City of Pittsfield, Pike County, Illinois, on its first reading.
Alderman Ketchum seconded the motion.

Alderman Wombles moved to suspend the rules and have the second reading of Ordinance No. 1619,

Alderman Wood moved to approve Ordinance No. 1620, An Ordinance Granting a Variance of a Parcel of Real Estate Located in the City of Pittsfield, Pike County, Illinois, on its second reading.
Alderman Ketchum seconded the motion.

Mayor Hayden announced the loan for the street sweeper has been paid in full, as well as the Rural Bond Bank payments. The next safety meeting will be January 15, 2019. He also said City Attorney Hollahan would like to have an Ordinance Committee meeting to discuss the raffle license and Historical Advisory ordinances.
Mayor Hayden announced the City Wastewater Treatment Facility is one of five finalists for Plant of the Year which is quite an honor. A banquet will be held at the Crown Plaza in Springfield, Illinois, on February 13, 2019 to announce the winner.
Alderman Ritchart reported the City received twenty-one applications for police patrolman and applicants have been narrowed down to five who will be interviewed.
Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Mayor Hayden reported Alderman Scheiwe has turned in his key to City Hall. He is in bad health and is currently living with his daughter, Heather Hayden. Mayor Hayden will not be appointing a new alderman to fill the term due to the proximity of the next regular election. However, the City will contact Heather at Interstate Municipal Gas Agency to get updated on gas purchases and contracts.
Alderman Knight moved to adjourn this meeting at 6:15 p.m.
