City of Pittsfield City Council met March 5.

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, March 5, 2019, at 6:00 p.m.  The meeting was held at the City Council room at 215 North Monroe Street.  The following officers were present:  Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Robert Wilson and Robert Wood.

Absent:  Aldermen Bill Scheiwe and Kevin Wombles.

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Lennon seconded the motion.

The motion carried.

Alderman Wood moved to accept the recommendation of the Planning Commission to approve the subdivision plat for the property located at 380 West Adams Street as requested by Square 1838 (Jonas Petty).

Alderman Ketchum seconded the motion.

Alderman Ritchart reported the Springer variance was tabled for further review until March 19, 2019 at 5:45 p.m. 

Alderman Ketchum moved to approve Ordinance No. 1622, An Ordinance Addressing the Payment of Video Service Provider Fee in the City of Pittsfield, Illinois, on its first reading.

Alderman Knight seconded the motion.

Action on Ordinance No. 1626, City of Pittsfield Raffle and Poker Run Ordinance, was tabled for further review.

Alderman Ketchum moved to approve Ordinance No. 1627, An Ordinance Amending Zoning Code Section 156 Special Uses of the Code of Ordinances for the City of Pittsfield, Pike County, Illinois, (Cell Towers) on its first reading.

Alderman Lennon seconded the motion.

Alderman Wilson moved to accept the bid from Diamond Construction in the amount of $308,102.15 for the Clarksville Road Improvements.

Alderman Wilson moved to accept the bid from Gunterman Construction in the amount of $73,444.00 for the Clarksville/Fayette Street Intersection Improvements.

Alderman Wood seconded the motion.

Alderman Ketchum moved to accept the bid from DNL Excavating in the amount of $89,710 for the South Madison Street/South Monroe Street Alley Improvements.

Alderman Wilson seconded the motion.

Alderman Ritchart moved to hold Spring Cleanup for the City of Pittsfield from Saturday, April 27, 2019 through Saturday, May 4, 2019.  Hours will be 7:00 a.m. to 7:00 p.m. Monday through Friday and

7:00 a.m. to 4:00 p.m. on Saturdays.  There are no Sunday hours.

Alderman Wood seconded the motion.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Mayor Hayden reminded everyone of the tire collection at the Griggsville Fair Grounds March 18 and 19.  Mayor Hayden asked the Council to start making a list of streets and sidewalks that need repair in their wards.  A big focus on oil and chip on streets will be next year, although North Jackson Street to East Morrison and over to Piper Lane will be this year.

MECO Engineer Max Middendorf stated the water tower loan application is being prepared to send to the Illinois Environmental Protection Agency for funding.  Alderman Knight reported he spoke with

Mike Reynolds with Cass Cable and they will be providing fiber optic to the public works building that will loop to tie in with City Hall.  This will be included in with the franchise agreement.  The Park Board will be conducting interviews for Pool Manager tomorrow.

City Attorney Hollahan reported he met with Steve Watkins from the Gas Department (in the absence of Gas & Water Foreman Bruce McKee), Street & Alley Foreman Jeff Griggs, Economic Development Director Megan Newman and City Clerk Cindy Prentice regarding a letter from Illinois Municipal League concerning the use of personal cell phones and e-mail for municipal business.  The City needs to look at developing a policy due to possible issues if there is litigation concerning anything that may be on the cell phones or e-mail.  The Illinois Municipal League also sent correspondence today regarding amending our policy on peddler’s license so that will also be reviewed.

Max Middendorf reported there will be a work day Saturday at Pittsfield Lake for the disc golf course.  He thanked Street & Alley Foreman Jeff Griggs and his crew for clearing the path in the area and welcomed any extra help available at 10:00 Saturday.

Alderman Ketchum said he is getting closer to his goal on the spring trout but is still seeking sponsors.  The event will begin at 8:00 a.m. April 6, 2019.  There will be no fall trout this year; however, Blake Ruebush will be conducting four fishing clinics in the month of June and has limited availability for each session.

Alderman Wood moved to go into closed session at 6:25 p.m. to discuss personnel.

Alderman Knight announced the Interstate Municipal Gas Agency annual meeting is March 19. 

Mayor Hayden asked him to respond that four to five would be going from Pittsfield.

Alderman Knight moved to adjourn this meeting at 7:06 p.m.
