City of Jacksonville Commission on Disabilities and Human Relations met Feb. 7.

Here is the minutes provided by the commission:

Present: Alan Bradish (Vice Chairman), Guy Crumley, Joan Engelmann (Secretary), Ralph Hastie, Eddie Lowe, Salina Masas , Larry Whewell (Chairman)

Absent: Mary Watts

Guests: none

1. WELCOME AND CALL TO ORDER 4:06 PM

2. APPROVAL OF MINUTES

Motion: To approve the minutes of December 6, 2018 

Motion by: Guy Crumley

Seconded by: Alan Bradish

Discussion: none

Carried: Unanimous

3. OLD BUSINESS

• Brochure

Eddie Lowe distributed three drafts of a brochure. 

Motion: To use the 2nd draft as the brochure 

Motion by: Alan Bradish

Seconded by: Guy Crumley

Discussion: There was discussion on removing the phone number twice on the same page

Carried: Unanimous, with removal of one phone number

Eddie will follow-up with Mayor Ezard about a printing budget and local printing prices. Eddie stated that color would depend on printing prices. Allan suggested that no more than 10 brochures be placed at any one location for distribution.

• Remarks from Mayor Ezard

Mayor Ezard was unable to attend the meeting, but did send his remarks. He stated his appreciation for the committee. When asked what he would like to see the commission work on this year, he stated he would like to see the committee work on human relations and keeping the community aware of ADA compliance and changes.

4. NEW BUSINESS

• Year End Report

Chairman Whewell distributed copies of the 2018 report. Copies were also distributed by e-mail. 

Motion: To approve the 2018 Year End Report

Discussion: none

Carried: Unanimous

• Nomination of Officers Chairman

Alan Bradish was nominated by Guy Crumley – Alan declined, but would consider next year

Larry Whewell was nominated by Alan Bradish – Larry accepted, but for only one more year Vice Chairman Alan Bradish was nominated by Joan Engelmann – Alan accepted Secretary

Eddie Lowe was nominated by Joan Engelmann – Eddie accepted, but asked for assistance with notes. Guy Crumley and Alan Bradish agreed they would help with notetaking Voting will take place at the next meeting.

5. HUMAN RELATIONS ISSUES

None

6. MISCELLANEOUS

• Next meeting date: March 7, 2019

• Jacksonville Area Chamber of Commerce will host a meeting called, “Updating the Communications Bridge:

Offering Good Customer Service to the Deaf and Hard of Hearing Community.” Jacksonville Community Center for the Deaf (JCCD) will do the presentation on Wednesday, February 13, 12:00-1:00pm, at the Chamber Meeting Room. Please RSVP to the Chamber if you plan to attend.

• 2019 Survey: Chairman Whewell reminded members that this is the year to do another survey. Please bring ideas to the next meeting on what we may want to research in the community.

• Commission Statement: A statement was requested regarding procedures and protocols to interact with deaf and hard of hearing community members. While no official statement was made at this time, members of JCDHR feel that any statement should focus on mutual respect and accommodation for all community members.

• Project Update: Dr. Joe Squillace and his students at MacMurray College are putting the final touches on a pamphlets and video project previously presented to JCDHR for businesses making accommodations for community members who are deaf and hard of hearing. Chairman Whewell will invite the group to present to the Commission.
