City of Bushnell Council met April 15.

Mayor Wilt called the meeting to order.

The Pledge of Allegiance to the Flag was given.

Mayor Wilt swore in new City Clerk Teresa Ebbert; she will start April 22, 2019.

Mayor Wilt recognized guests: Christen & Becky Osborn with Wildest Dreams expressed their excitement for the upcoming Fashion Show on April 26, 2019. Christen spoke of future events that she would like to be encouraged; Park and Cruise, Christmas in July Vendor show and Park fun for kids. Is was referred to the Police & Liquor committee.

Mayor Wilt recognized guest, Katie Brewer with Team Reid, she requested the use of the East for Kids in the Park inflatables from 8:00 a.m. to 7:00 p.m. The 2006 Ford Mustang Convertible drawing will be held at 5:00 p.m. All proceeds go the Reid Brewer Memorial Splash Park. Ald. Glisan made a motion to approve the use of the Park and the road closing on June 29, 2019 from 8:00 a.m. to 7:00 p.m. for Team Reid events. It was seconded by Ald. D. Coates. A roll call vote was taken and the results of that vote are as follows:

Dan Cortelyou, City Treasurer budget approval for 2019-2020 goes to the paper Monday. Motor Fuel Tax Audit for a complete 7 years was presented for changes. Mr. Cortelyou will be working with Debra Baxter, a Technical Compliance Coordinator with TWM Inc, on GATA quarterly reporting.

Ald. Lorton made a motion to approve the consent agenda, which include the following items;

1. Approval of April 1, 2019 Minutes

2. Approval of March 2019 Financial Report

It was seconded by Ald. J.Miller. A roll call vote was taken and the results of that vote are as follows:

Ad Hoc (Mayor’s Report)

1. Mayor Wilt asks for Prayer for Parisians as Notre Dame burns.

2. Mayor Wilt met with VFW to discuss the Tiny Vet House.

3. Mayor Wilt met with the owner of Bushnell Food Mart and the Manager. Mr Singh discussed renovations for the USCO building.

4. Mayor Wilt indicted that the emergency disaster exercise has been rescheduled for April 30, 2019.

5. MAEDCO meeting last week and Enterprise Zone this week.

6. City of Bushnell Offices are Closed for Good Friday and the schools are out Friday and Monday.

7. Alderpersons, get your time sheets in for the April 30, 2019 payroll.

8. Dog Park inquiries have been in the mix.

9. Lester Davis with Congressmen’s LaHood office will be at City Hall on May 8, 2019 from 1:30-3:30 for a satellite office public meeting.

10. Donations are coming in for the Fireworks; thank you to those businesses that have already gave. The City of Bushnell is on the schedule for July 3rd 2019 with J&M Displays.

11. Still no reporter for the voice – Mayor Wilt will be submitting her column to the Voice to report Bushnell news. Mayor Wilt is already sending it to the Community News but only after is appears in our own McDonough Democrat. She will not receive any fees for this service.

Personnel/Finance /Budget

Ald. Norton reported that the union committee will be holding their first initial meeting with IBEW Union for public works, clerks, electric and gas employees on April 16, 2019 at 3:00 p.m. at the Bushnell Complex.

Public Works

Ald. Miller meeting on April 2, 2019 to discuss the deep well project with City Engineer Eric Moe from IMEG and Greg Fulkerson, with TEST showed a serious need to look into the City’s 3 wells. Well #1 is capable of providing enough water for the RO system however it has a pump issues and a hole in the casting. Well #2 and #3 can barely run the RO system but they too have their own problems. Ald. Miller made a Motion to allow IMEG to do the preliminary engineering for a Deep well project for stage one, to make the project shovel ready for a CDAP Grant or IEPA loan. It was seconded by Ald. B Lorton. A roll call vote was taken and the results of that vote are as follows:

Ald. Miller received quotes from TEST incorporated and Illinois EPA Lab division for the Lab work which must be done monthly. IEPA’s quote was $3081.09 plus shipping but TEST incorporated quote was $2661 and they will deliver personally. Ald. Miller made a motion to accept the bid of $2661 from TEST Inc. It was seconded by Ald. Norton. A roll call vote was taken and the results of that vote are as follows:

An annual basis, a yearly review of the City of Bushnell’s Identity Theft Prevention Program is to complete the results of the review are to be reported to the City Council. The program was reviewed February 25, 2019. There are four key points to be reported on and they are as followed:

Effectiveness of policies and procedures in addressing the risk of identity theft.

Service provider arrangements

Incidents involving identity theft and managements response to each incident

Recommendation for material or policy changes to this program.

Through general consensus the Council accepted the review of 2019 Annual Identity Theft prevention program report given by Public Works Director Justin Griffith.

Police/Liquor/ESDA

Police Meeting Minutes for April 8, 2019 was submitted. Next meeting will be May 13, 2019 at 4:00 p.m.

Mark Rauschert and Travis Hiel requested the 400 & 500 blocks of E Main Street blocked off for the Jeep Blitz on May 24, 2019 from 5:00 p.m. to 9:00 p.m. so patrons of the event may consume alcohol purchased on the premise on these two blocks with the possibly of extending to 10:00 pm. Ald. Lorton made the motion and Ald. Norton seconded the motion. A roll call vote was taken and the results of that vote are as follows:

The police committee is going to look into Mosaic’s request of handicapped parking space on Dean Street. David Raymond, street superintendent will look into the actual cost.

The police committee is allowing Dustin Oakman to complete his unpaid internship with the City of Bushnell Police Department with his own insurance and after signing a waiver.

The police committee will wait on Dangerous & vicious animal ordinance from city attorney Nicole Humbert including the possibility of the dog park options.

ESDA director Jeff Rench advised an Emergency training is scheduled for Tuesday April 30, 2019 at 6:00 p.m. Potential area will include the Golf Course. Next meeting is May 13, 2019 at 3:30 pm.

Parks/Recreation

The Bushnell Recreational Center’s cleaning person is out of time however the grant is not out of funding. Ald. Glisan will have Public Works director look into another prospective person when he’s back.

Real Estate

Ald. Coates heard back from Josh Mercer with WIRC and a decision will be made on May 20, 2019 for the housing grant to clean up abandon properties.

Attorney

A Motion was made by Ald. Lorton to pass a supplemental Resolution 2019-03 to increase the 2015 General Maintenance amount appropriated to $1081.39. It was seconded by Ald. Miller. A roll call vote was taken and the results of that vote are as follows:
