McDonough County Board met March 20.

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse at 7:00 p.m. roll call resulted in 18 present, and 3 absent. Sheriff Nick Petitgout made the opening declaration. Chairman Dixon led the Pledge of Allegiance.
EXHIBIT 1
Board Member Aurelio moved with second by Board Member Hiel to approve the minutes of February 20, 2019. Motion carried with a voice vote.
EXHIBIT 2
The report from Public Defender, Nigel Graham for the month of February 2019 was received and filed.
EXHIBIT 3
The report of Sales Tax collected in December 2018 was received and filed. County Sales Tax, Public Safety tax, and Transportation Tax were all up from November.
EXHIBIT 4
The report of Balances and Investments from County Treasurer Graves for the month of February 2019 was received and filed.
EXHIBIT 5
The report of Circuit Clerk Wilson for the month of February 2019 was received and filed.
EXHIBIT 6
The report from County Clerk DeJaynes on Warrants Issued in Vacation for the month of February 2019 was received and filed.
EXHIBIT 7
The Transfer of Appropriations of Monies was referred to the Finance Committee. Board Member Hiel reported the finance committee transferred $500,000.00 for Insurance Clearing as Exhibit 7A.
EXHIBIT 8
Board Member Hiel moved to approve the report of the Finance Committee as read with second by Board Member McGrew. Motion carried with a roll call vote of 18 yeas, and 3 absent as Exhibit 8A.
EXHIBIT 9
Board Member Schwerer moved with second by Board Member Kirby seconding to dispense with the reading of the claims report and to approve it as approved by the Claims committee. Motion carried with a roll call vote of 18 yeas, and 3 absent as Exhibit 9A.
EXHIBIT 10
MDH CEO Brian Dietz presented a quarterly update to the Board. Pat Osterman and MDH Board Member Scott Clauson were in attendance with Dietz. Dietz is very pleased with members on the MDH Board, as this is the first hospital in his 40 years that he has worked with where the members are selected and appointed by the County Board, he believes this is an excellent way for it to be handled. Operating with honesty and transparency he has been teaching the MDH Board as much as possible about the finances of the hospital, the reasons for losses and gains, and his plan to get the hospital back in good working order. He explained in great detail the reasons for and the amounts of losses and gains financially by year covering the last 4 years. Dietz is confident that the root problems are in operations, he is certain that once operations is in good working order the finances will continue to improve. They have had outside sources coming in working on past due collections, training staff on the new computer system and how to better their work productivity, and they have unfortunately let some staff that go that had not improved after training. Dietz’s goal for the hospital is to become one of the best hospitals in the State, this will take time but they will get there with a good staff. He thanked the County Board for their time and everything that they do for the County.

Board Member Marcott moved with second by Board Member Clark to approve the appointment of Nick Petitgout as the chairman of the ETSB Board. Motion carried with a voice vote.
EXHIBIT 12
Board Member McGrew moved with second by Board Member Calvert to approve the reappointment of Rex Goodpasture as a Trustee to the Good Hope-Sciota Fire Protection District. Motion carried with a voice vote.
EXHIBIT 13
Board Member Cox moved with second by Board Member Twaddle to approve the reappointment of Randall S. Parks as a Trustee to the New Salem Fire Protection District. Motion carried with a voice vote.
EXHIBIT 14
Board Member Schwerer moved to approve the Resolution Stating Application for Wind Farm was Approved with Variance with Board Member Cortelyou seconding the motion. Motion carried with a voice vote.
Other
Chairman Dixon shared that being the Chairman has given him the opportunity to meet the chairman and members of the various other boards in the County. He informed the members that there will be a spring conference in April that some may want to attend and that he has more information if they are interested.
Member Schwerer announced to the Board that the ESDA Director, Edgar Rodriguez has several training sessions in the near future and to contact Edgar if they are interested. The marijuana farm in Fulton County is looking in to expanding their enterprise zone into McDonough County and there will be a meeting on March 21st in Jacksonville at the country club regarding this. Schwerer then questioned Dixon about where the new $6,200 (trade-in John Deere LT190 $700, trade-in John Deere 755 $5,000 and trade-in John Deere 47 $150, plus $400 cash outlay) lawn mower that was recently purchased will be utilized at. Dixon replied that it would be used on the Courthouse lawn, at the Sheriff’s Department and the Zahren building.
Chairman Dixon entertained a motion that Days and Miles are checked, Roll be called and the Board adjourn until Wednesday, April 17, 2019 at 7:00 p.m. Board Member Aurelio made the motion which was seconded by Board Member Litchfield. Motion carried with a roll call vote of 18 yeas and 3 absent. With no further business to discuss the meeting adjourned at 7:45 p.m. Sheriff Petitgout gave the closing declaration.
