McDonough County Road and Bridge Committee met April 4.

Here is the minutes provided by the committee:

The McDonough County Road and Bridge Committee held their monthly meeting on Thursday, April 4, 2019 at 7:00 P.M. The meeting was held at the McDonough County Courthouse, 3nd Floor, Law Library. Committee Members present included Chairman Trevor Toland, Dave Cortelyou, Mike Cox, Dick Marcott, Rod McGrew, Scott Schwerer, and Marcia Twaddle. Committee Member Tessa Pfafman was absent.

Other persons present included: Dave Cadwalader, Patrick Stout, Scott Hance, Matt Martin, County Chairman George Dixon, and County Clerk Gretchen DeJaynes.

Chairman Trevor Toland called the meeting to order at 7:00 P.M.

Review & Approve March 7, 2019 Minutes

Member Schwerer moved with a second by Member McGrew to approve the March 7, 2019 minutes as submitted. Motion carried on a voice vote.

Project Update

Engineer Walker was unavailable to give the report. The bridge letting on the Sugar Creek Bridge will be in January of 2020. After completing bridge inspections it was discovered that a bridge outside of Bushnell has some minor problems and that the Old Quarry bridge has a bad pillar. Part of North 500th Road is currently closed for culvert replacement, this is a 50/50 project with Lamoine Township. Several projects have been surveyed, additional survey work and design for at least one of the projects will be required.

Cardinal Point Update

Matt Martin turned in an amended site application to the Highway Department today. There will be 46 turbines in McDonough County. A letter of credit will be given by April 13, 2019.

2019 Bituminous Resolution

Member Schwerer moved with a second by Member McGrew to approve the 2019 Bituminous Resolution. Motion carried on a voice vote.

Preliminary Engineering Agreement with Hutchison Engineering for Section 02-16112-00-BR

Member Cox moved with a second by Member Marcott to approve the Preliminary Engineering Agreement with Hutchison Engineering for Section 02-16112-00-BR. Motion carried on a voice vote.

Resolution to Amend County Highway Budget

A discussion was held regarding the severity of the damage done to roads this winter due to snow removal, and the plan for the Spring Lake Road. The resolution will need to be rewritten and presented again.

March Work Report

Dave Cadwalader reviewed the March work report. During March several roads were hand and spray patched, snow routes were ran on the 8th, sign maintenance was completed, and some material was hauled to the Industry stockpile. Repair work was done on some shoulder damage and erosion problems, and a culvert was replaced. General maintenance and preparation was performed on the equipment and they assisted Scott Hance with bridge inspections and a survey.

Claims Review and Approval

Member Schwerer moved with a second by Member McGrew to approve the claims as submitted. Motion carried on a voice vote.

Other Business

Member Cox inquired as to whether or not there was an equipment replacement plan in place, Cadwalader said that he monitors the equipment and mileage on them. Cadwalader also let the Committee know that the weight limits on the roads have been lifted.

County Board Chairman Dixon let the Committee know that there have been several new hires within the County, the Elms have a new Administrator, and 3 employees were hired at the Animal Shelter. He also announced the Brian Dietz has signed a 5 year contract with MDH as the CEO.

Public Comment

Member Cortelyou moved with a second by Member McGrew to adjourn the meeting at 8:06 p.m.
