McDonough County Board met May 15.

Here is the minutes provided by the board:

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse at 7:00 p.m. roll call resulted in 18 present, 2 absent, and 1 vacant. Sheriff Nick Petitgout made the opening declaration. Chairman Dixon led the Pledge of Allegiance.

EXHIBIT 1

Board Member McGrew moved with second by Board Member Mahr to approve the minutes of April 17, 2019.

EXHIBIT 3

The report of Sales Tax collected in February 2019 was received and filed. County Sales Tax, Public Safety tax, and Transportation Tax were all up from January.

EXHIBIT 4

The report of Balances and Investments from County Treasurer Graves for the month of April 2019 was received and filed.

EXHIBIT 5

The report of Circuit Clerk Wilson for the month of April 2019 was received and filed.

EXHIBIT 2

The report from Public Defender, Nigel Graham for the month of April 2019 was received and filed.

EXHIBIT 6

The report from County Clerk DeJaynes on Warrants Issued in Vacation for the month of April 2019 was received and filed.

EXHIBIT 7

The Transfer of Appropriations of Monies was referred to the Finance Committee. Board Member Hiel reported that the Finance Committee did not transfer any funds Exhibit 7A.

EXHIBIT 8

Board Member Aurelio moved to approve the report of the Finance Committee as read with second by Board Member Litchfield. Motion carried with a roll call vote of 18 yeas, 2 absent, and 1 vacant as Exhibit 8A.

EXHIBIT 9

Board Member Schwerer moved with second by Board Member Nissen seconding to dispense with the reading of the claims report and to approve it as approved by the Claims committee. Motion carried with a roll call vote of 18 yeas, 2 absent, and 1 vacant as Exhibit 9A.

EXHIBIT 10

Board Member Trimmer moved with second by Board Member Aurelio to approve the reappointment of Herbert Strong to the 708 Mental Health Board for a 3 year term. Motion carried with a voice vote.

EXHIBIT 11

Board Member Erlandson moved with second by Board Member Cox to approve the reappointment of Sandra Nelson to the 708 Mental Health Board for a 3 year term. Motion carried with a voice vote.

EXHIBIT 12

Board Member Calvert moved with second by Board Member Litchfield to approve the appointment of Carol Steward to the MDH Board. Motion carried with a voice vote.

EXHIBIT 13

Board Member Marcott moved with a second by Board Member Mahr to approve the Resolution to Add Additional Wind Turbines to Cardinal Point. Motion carried with a voice vote.

EXHIBIT 14

Board Member Toland informed the Board that this is for a culvert at a cost of $12,500.00. Board Member Marcott moved to approve the Resolution for Request County Aid to Bridge Funds Project# 1152-47 with Board Member McGrew seconding the motion. Motion carried with a roll call vote of 18 yeas, 2 absent, and 1 vacant as Exhibit 14A.

EXHIBIT 15

Board Member Toland informed the Board that this is for a culvert in Lamoine Township and that the road is currently closed. Board Member McGrew moved to approve the Resolution for Request County Aid to Bridge Funds Project# 1953-24 with Board Member Cortelyou seconding the motion. Motion carried with a roll call vote of 18 yeas, 2 absent, and 1 vacant as Exhibit 15A.

EXHIBIT 16

Board Member Cox moved to approve the Hutchison Agreement for Cardinal Point Wind Farm Update with Board Member Mahr seconding the motion. Motion carried with a roll call vote of 18 yeas, 2 absent, and 1 vacant as Exhibit 16A.

EXHIBIT 17

State’s Attorney Matt Kwacala informed the Board that this resolution allocates funds for fees charged by the Circuit Clerk’s office. Board Member Hiel moved to approve the Resolution for Collection & Disbursement of Fees Charged by Circuit Court Clerk with Board Member Mahr seconding the motion. Motion carried with a roll call vote of 18 yeas, 2 absent, and 1 vacant as Exhibit 17A.

EXHIBIT 18

State’s Attorney Matt Kwacala informed the Board that this resolution will retain funding that legislation failed to fund. Board Member McGrew moved to approve the Resolution for Criminal and Traffic Funds with Board Member Aurelio seconding the motion. Motion carried with a roll call vote of 18 yeas, 2 absent, and 1 vacant as Exhibit 18A.

Public Comment

The McDonough County Health Department’s Administrator Lynette Kale addressed the Board. She passed out informational packets, discussed their main services of food handling, sewage, and community health. She handed out 2018 annual reports and gave an overview of their programs.

Chairman Dixon informed the Board of several things. The County Board Association will be having training on employment practice. County Board Member Ed Lavin has turned in his resignation due to health issues. Chairman Dixon then informed the Board Members that they are to be paying attention to guest speakers, and that he would like all members to view the policy manual.

Emiliano Vera addressed the Board and inquired about MDH being sold. He then asked why the County would appeal the verdict on the Pledge case instead of just paying the settlement, the County replied with no comment. He then addressed the County Clerk regarding elections.

Chairman Dixon entertained a motion that Days and Miles are checked, Roll be called and the Board adjourn until Wednesday, June 19, 2019 at 7:00 p.m. Board Member McGrew made the motion which was seconded by Board Member Melvin. Motion carried with a roll call vote of 18 yeas, 2 absent, and 1 vacant. With no further business to discuss the meeting adjourned at 7:50 p.m. Sheriff Petitgout gave the closing declaration.
