Village of South Jacksonville Whole Committee met May 30.

Here is the minutes provided by the committee:

Mayor Harry Jennings called the meeting to order at 6:00 p.m.

Present: Village President Harry Jennings, Village Clerk Megan Moore; Trustees: Todd Warrick, Paula Stewart, Jason Hill, Dick Samples, Tom Jordan and Greg Nelson.

Also present, Chief of Police Tim Mann, Village Attorney Rob Cross and Superintendent of Public Works John Green.

Approval of Agenda

Mayor Jennings asked for a motion to approve the agenda, adding Billboard (Morton Avenue) under Parks & Tourism. There was also question on the letter sent from Tyson Manker and it is not listed on the agenda to speak of, discussion ensues as Attorney Rob Cross notes that this matter will go to the Illinois State Board of Election for investigation as the Village has no ability to enforce anything on this matter. Discussion ensues.

Dick Samples made a motion to approve the agenda including the addition, Greg Nelson seconded, and the motion carried unanimously.

Motion carried.

Approval of Minutes

Mayor Jennings asked for a motion to approve 4/25/19 Committee of the Whole Minutes, with the correction of a misspelled name- as it was Jeannette Barlow- Todd Warrick made a motion to approve, Greg Nelson seconded, the motion carried unanimously.

Motion carried.

Comments from the floor.

None

Finance topic:

*Dick Samples handed the board a picture copy of the TIF district as well as many other copies of paperwork about the TIF to the board to look over. Discussion of handouts and Sleep Inn/Bishop Patel ensues. The board was also able to ask Gwen Crawford the Village of South Jacksonville's' TIF advisor questions as she was also present for this discussion. This subject has been decided to be put as an action item at the next Board of Trustee meeting

*Discussion on a gaming license. Mr. Bobby Patel has interest in purchasing The Zodiac with the possibility of turning the bar into a liquor store with gaming. Discussion ensues.

*Gaming license hours- Class B- Mayor Jennings notes to 'mimic' The City of Jacksonville's hours for everything and simplify the licenses making all able to sell on Sunday if choose to do so.

Planning & Public Facilities

MFT- Superintendent John Green explains to board that the bid came in from IRC and it will be $44,000.00 for oil/chip program for the year as this will need to be added as an action item.

FEMA/Southbrooke- Green explains about a 36-inch culvert and what happens during heavy rains. He explains what the engineer says we needed and how much it would cost. He explains FEMA and Morgan County possibly getting FEMA assistance for a disaster area. Discussion ensues.

Tile Project- Discussion took place on private property that floods when it rains due to a field tile that is broken. Discussion ensues on TIF versus an agreement with the Village. Discussion ensues.

Public Protection

Chief Evans notes that the Fire Department has new hires: Eric Brockhouse, Jack Varble, Evan Davidson and Brian Tobin. Chief Evans also noted that these individuals also have a EMT background.

Parks & Tourism

Trustee Jason Hill brought a handout that former Trustee Stacy Pinkerton had on a bid for the landscaping at Godfrey Park that was discussed in the spring.

It was mentioned that Lomelino Sign Company can make the flag banners for the South Jacksonville Hotels.

Tourism Grant: There are 2 separate grants, 1 for Fireworks $1,500.00 and 1 for the Fourth of July Blast $1,500.00 totaling $3,000.00. This will be an action item at the next Board of Trustee meeting.

It was noted that Prairieland would like $30,000.00 for there 50th Anniversary. Discussion took place and the board would like more information on this event.

Morton Billboard- Trustee Greg Nelson passed around 2 drawings for ideas for the Billboard that the board discussed different ideas for this.

Trustee Paula Stewart asked about entertaining the idea of if a Village resident takes brush to the City dump if the Village would be able to pick up the bill. Discussion ensues.

Finance

Budget: Office Manager/Treasurer Tiffanee Peters passed handouts to the board to go over and discuss. Discussion ensues and it is decided to have another meeting to further discuss budget as well as getting sheet that shows what was budgeted versus what was spent for the last year, discussion on having Department Heads present as well to go over their department budget. Peters also makes some suggestions to the board on ways to save money. Chief Mann noted to investigate raising revenues. Discussion ensues.

Fire Department: It was mentioned of possibly making the Fire Chief position full time, grant discussion as well. Chief Mann noted that would help the Police Department as well on handling the incoming calls etcetera. Discussion ensues.

Clerk Megan Moore noted everyone has received their Economic Interest forms in their mailbox and to fill out and return to her mailbox or Morgan County Clerk's Office. Also, Rick Rolson could also draw something up for the Village for an idea for the Hotel Billboard on Morton Avenue.

Tiffanee Peters- Office Manager Manager/Treasurer noted there will be an audit on July 8, 2019.

It was also noted about advertising on the Billboard by Bartlett Grain.

There being no further business for discussion, Greg Nelson made a motion to adjourn at 9:30 p.m., Dick Samples seconded; and the motion carried unanimously.
