Village of South Jacksonville Board of Trustees met June 6.

Here is the minutes provided by the board:

Call to Order

Mayor Jennings the meeting to order at 7:00 p.m.

Pledge of Allegiance

The Pledge of Allegiance was led by Todd Warrick.

Roll Call

Present: Village President Harry Jennings Village Clerk Megan Moore; Trustees: Dick Samples, Paula Belobrajdic-Stewart, Greg Nelson, Jason Hill, Todd Warrick and Tom Jordan.

Also present: Chief Rich Evans, Tiffanee Peters Treasurer/ Office Manager, Superintendent of Public Works John Green, Police Chief Tim Mann and Attorney Rob Cross.

Approval of Agenda

Mayor Jennings asked for a moment of silence in respect to D-Day 75th Anniversary. Mayor Jennings asked for a motion to approve the agenda after tabling action items #1 and #9, Dick Samples made a motion, Jason Hill seconded, and the motion carried unanimously.

Motion carried.

Clerk's Report

Mayor Jennings asked for a motion to approve May 2, 2019 Board of Trustee minutes, after correcting Greg Nelson's name to say Dick Samples on the Abstain from the Tractor Pulls vote. Dick Samples made a motion Jason Hill seconded and the motion carried unanimously

Treasurer's Report

Mayor Jennings asked for an approval of the April 2019 Treasurers Report; Dick Samples made a motion, Greg Nelson seconded, and the motion carried unanimously.

Motion carried.

Paula Stewart questioned a $712.46 bill from GTSI for a vehicle and asked Chief Evans what vehicle it was for as he explains it is a personal vehicle he responds to call | in. Paula Stewart would like to have this removed.

Discussion ensues. Mayor Jennings noted that we could take this issue back to committee to further discuss.

Mayor Jennings asked for a motion to approve May 2019 Payables minus a GTSI bill for $712.46, Paula Stewart made a motion, Todd Warrick seconded followed by a roll call (YES) Todd Warrick, Paula Stewart, Jason Hill, Greg Nelson, Tom Jordan and Dick Samples. There were no dissenting votes.

Motion carried,

General Fund checks-$23,4273.37

TIF- $10,037.50

MFT- $428.75

Tourism: $49,4543.70

Water/Sewer deposit refund checks- $380.00

Manual checks-$59,872.20

Total Payables- $294,145.57

Mayor's Report

Mayor Jennings noted Village Cleanup Days June 7, 8, &9.

Godfrey Water Toy Hours Monday, Wednesday and Friday 1:00pm-7:00pm, Saturday and Sunday 12:00pm 7:00pm.

Building Permits- There were 10 permits- $15,600.00 with a $120.00 fee.

Schedule Committee Meeting(s)- 6/18/2019 at 6:00pm with a Special Board of Trustee Meeting at 7:00pm on 6/20/2019.

Reminder – July Meeting is Tue, July 2nd, 2019 at 7:00pm.

Action Items

1. FY 2019-2010 Budget- Tabled.

2. TIF Application- Sleep Inn- Todd Warrick made a motion for 50%, Paula Stewart seconded followed by roll call Paula Stewart, Jason Hill, Dick Samples and Todd Warrick.

No: Greg Nelson and Tom Jordan. Motion Carried.

3. Approval Hires – Fire Department- Eric Brockhouse, Jack Varble, Evan Davidson and Brian Tobin. Mayor Jennings asked for a motion to approve Todd Warrick made a motion to approve, Greg Nelson seconded

followed by roll call (YES) Greg Nelson, Tom Jordan, Dick Samples, Todd Warrick, Jason Hill and Paula Stewart. There were no dissenting voted.

Motion Carried.

4. Approval of Services – Matt Martin Website Design Matt Martin up to $5,000.00- Todd Warrick made a motion, Paula Stewart seconded followed by roll call (YES) Todd Warrick, Paula Stewart, Jason Hill, Greg Nelson, Tom Jordan and Dick Samples. There were no dissenting votes.

Motion Carried.

5. Liquor License Modifications- Mayor Jennings read aloud all modifications from handout discussed- Paula Stewart made a motion, Jason Hill seconded followed by a roll call (YES) Jason Hill, Greg Nelson, Tom Jordan, Dick Samples, Todd Warrick and Paula Stewart. There were no dissenting votes.

Motion Carried.

6. Gaming License Addition - Gaming Parlor License changed 4 gaming parlor licenses to 5. Dick Samples made a motion, Greg Nelson seconded followed by roll call (YES) Tom Jordan, Dick Samples, Todd Warrick, Jason Hill, Paula Stewart and Greg Nelson. There were no dissenting votes.

Motion Carried.

7. Tourism Grant – Fourth of July Celebration ($1,500 request)- Greg Nelson made a motion, Jason Hill seconded followed by a roll call (YES) Dick Samples, Todd Warrick, Paula Stewart, Jason Hill, Greg Nelson and Tom Jordan. There were no dissenting votes.

Motion Carried.

8. Tourism Grant – Fireworks ($1,500 request)-Dick Samples made a motion, Todd Warrick seconded followed by roll call (YES) Paula Stewart, Jason Hill, Greg Nelson, Tom Jordan, Dick Samples and Todd Warrick. There were no dissenting votes.

Motion Carried.

9. Tourism Grant - Prairieland ($30,000 request)- Tabled

Take it to the Streets program was mentioned by Dick Samples and wanting us to check with them on providing water etcetera. It was mentioned they have water from Fastenal, but trustee Warrick noted he would get some sandwich bags from Reynolds to donate to the cause.

Adjournment

There being no further business for discussion Dick Samples made a motion to adjourn at 7:35p.m., Greg Nelson seconded; and the motion carried unanimously.
