McDonough County Elms/Building and Grounds Committee met May 15.

The Elms/Building and Grounds Committee met on Tuesday, May 14, 2019 at 6:00 p.m. The meeting was held at the McDonough County Courthouse, Law Library. Committee members in attendance included Chairman Larry Aurelio, Marcia Twaddle, Lee Calvert, Dave Cortelyou, Terra Litchfield, Bob Mahr, and Paul Trimmer. Others in attendance included Patrick Stout, Allen Sheffler, Elms Administrator Tim Bledsoe, County Chairman George Dixon, and County Clerk Gretchen DeJaynes.
Chairman Aurelio called the meeting to order at 6:00 p.m.
Review and Approval of April 10, 2019 Minutes
Member Calvert moved with second by Member Trimmer to approve the April 10, 2019 minutes. Motion carried on a voice vote.
Farm Report
No report.
Administrator’s Report
Elms Administrator Tim Bledsoe gave the report. Census is at 78, with 11 being skilled, 21 private pay. Medicaid owes $365,366 and Medicare owes $322,732. In April there were 13 admissions and 11 discharges, in the 1st quarter there was a total of 39 admissions and 36 discharges (19 to the community). Bledsoe said that he is getting settled in, he really likes the building and staff. He is working on staff experience and getting full staffed, and has been meeting with the staff regularly. Hopefully within the next 3-4 months he will be able to get rid of the agency. They have been working with the Building Commission trying to get the plumbing fixed. One of the deciding factors was the amount of time it takes the floors to dry. The new therapy room is very nice, Bledsoe has been working with Encore to improve therapy.
Financial Report
Member Mahr moved with a second by Member Cortelyou to approve the April 2019 Financial Reports. Motion carried on a voice vote.
Elms Claims
Member Cortelyou moved with a second by Member Trimmer to approve the Elm’s claims. Motion carried with a roll call vote of 7 yeas, 0 nays, and 0 absent.
Macomb Public Building Commission
They are currently working on the plumbing.
Zahrn Building

McDonough County Maintenance Directors Report
Maintenance Director Allen Sheffler gave the report. At the Courthouse a new card reader had to be put on the handicap door, and a new sump pump was put in the elevator. The shed that the mower is stored in was re-shingled, some new lights were put in the County West building, and the glass door was installed at the Animal Shelter. The inmates will be stripping and waxing the floors in the Courthouse Memorial weekend.
A discussion was held regarding the appearance of the lactation room being installed in the Courthouse. Member Litchfield has concerns about the appearance of the room and feels that it needs to be improved. She would like to see drywall on the inside and outside of the room along with wainscoting around the bottom and for the ceilings to be drywall as well. Chairman Dixon said that he himself did not check with the Sheriff regarding the project. The Committee will need to decide what to do with the room.
Building and Grounds Claims
Member Cortelyou moved with a second by Member Litchfield to approve the April Building and Grounds Claims. Motion carried on a voice vote
Other
County Board Chairman Dixon has been approached about using the south side of the Courthouse as the finish line for the Blue and Red Lives Matter Memorial Walk.
Motion to allow the south side of the Courthouse to be a finish line for the Blue and Red Lives Matter Memorial Walk was made by Member Trimmer moved with a second by Member Mahr. Motion carried on a voice vote.
Member Cortelyou moved with a second by Member Litchfield that the meeting be adjourned. Motion carried on a voice vote. With no further business to discuss the meeting was adjourned at 6:49 p.m.
