McDonough County Board met September 18

McDonough County Board met Sept. 18.

Here is the minutes provided by the board:

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse on September 18, 2019 at 7:00 p.m. roll call resulted in 19 present and 2 absent. Sheriff Nick Petitgout made the opening declaration. Chair Dixon led the Pledge of Allegiance.

EXHIBIT 1

Member Cortelyou motioned to approve the minutes of the August 21, 2019 meeting, with a second by Member McGrew. Motion carried on a voice vote.

EXHIBIT 2

The report from Public Defender, for the month of August 2019 was received and filed.

EXHIBIT 3

The report of Sales Tax collected in June 2019 was received and filed.

EXHIBIT 4

The report of Balances and Investments from County Treasurer Graves for the month of August 2019 was received and filed.

EXHIBIT 5

The report of Circuit Clerk Wilson for the month of August 2019 was received and filed.

EXHIBIT 6

The report from County Clerk DeJaynes on Warrants Issued in Vacation for the month of August 2019 was received and filed.

Member Cox motioned to approve the report of the Finance Committee as read, with a second by Member Mahr. Motion carried on a roll call vote of 19 yeas, 0 nays and 2 absent as Exhibit 8A

EXHIBIT 9

Member Schwerer motioned with a second by Member Marcott to dispense the reading of the claims report and to approve it as approved by the Claims Committee. Motioned carried with a roll call vote of 19 yeas, 0 nays and 2 absent as Exhibit 9A

EXHIBIT 10

MDH CEO, Brian Dietz gave quarterly report.

EXHIBIT 11

Member Marcott motioned to reappoint Andrea Henderson to a Five-Year Term to the McDonough County Housing Authority, Member Mahr with a second. Motion carried on a roll call vote of 19 yeas, 0 nays and 2 absent as Exhibit 11A

EXHIBIT 12

Kyle Harting from Chapman and Cutler and David Pastorious from First Midstate were both in attendance to explain the Bond. Bond Approval- All costs built in to bond. PTell County makes it more difficult. Debt service based on the 1993 Bond. Bond is based on a 10 year repay. $1,020,000 taxable, $815,000 of tax-exempt Bond. Closing set for October 9th if Bond Ordinance passed. Member Schwerer explained, the Board Members have not seen the ordinance, so he was questioning what are the interest rates, net interest cost is 2.9689%, the final rate. In July they used a rate of 3.25% to the Finance Committee, market has dropped since and went up in the last week again. On the original schedule it was an 11 year payback, because of the lower interest rate, one year was able to be dropped and it’s a 10 year payback. Member Marcott then asked, what is the total amount of the 218, it is 2.96%, total interest for taxable bonds it is $95,124.47 and for the tax- exempt bonds, it is $228,633.47, so those two numbers added together. That does include the cost of the issue as well.

Member Hiel motioned to approve Ordinance providing the issuance of approximately $1,835,000 General Obligation Limited Bonds for the purpose of paying a tort judgment entered against the County, providing for the levy and collection of a direct annual tax for the payment of the principal of and interest on said bonds, and authorizing the sale of said bonds to First Midstate Inc., Member McGrew seconded. Motion carried on a roll call vote of 18 yeas, 1 nay and 2 absent as Exhibit 12A

EXHIBIT 13

Member Marcott motioned to approve Resolution for Lamoine Township County Aid Project #1953-25- $17,000.00-N-150-E550, with a second by Member Twaddle. Motion carried on a roll call vote of 19 yeas, 0 nays and 2 absent as Exhibit 13A

EXHIBIT 14

Member Toland moved to approve Section 19-03116-00 BR Agreement, Member Mahr seconded. Motion carried on a roll call vote of 19 yeas, 0 nays and 2 absent as Exhibit 14A.

EXHIBIT 15

Member Hiel motioned to approve Sikich Engagement Letter for FY 2019, with a second by Member Melvin. Motion passed on a roll call vote of 19 yeas, 0 nays and 2 absent as Exhibit 15A.

EXHIBIT 16

Member Erlandson motioned to Approve Hiring of an Executive Assistant for County Board, Member Cox seconded. Motion carried on a roll call vote of 17 yeas, 2 nays and 2 absent as Exhibit 16A

EXHIBIT 17

None.

EXHIBIT 18

Member Litchfield reported that the County Board Members were able to tour the Courthouse County Offices on October 11, 2019 and to learn what each of the offices do and meet the people that are working in those offices.

EXHIBIT 19

Member Hiel said budget process is started.

Member Toland reported that in Road and Bridge they did start discussing a new contract with Teamsters. Member Schwerer reported from ESDA and Claims that the sirens in Macomb were going to be fixed next week. Edgar has had a lot of training in those exercises, they are also reaching out to the townships in the area to see if they would invest. Edgar Rodriguez explained the Emergency Alert System and why it is important to the County.

OTHER

Chair Dixon entertains a motion that days and miles are checked and roll call and adjourn until October 16, 2019. With no further business to discuss Member McGrew motioned to adjourn the meeting, Member Mahr with a second. Motion carried on a voice vote, meeting was adjourned at 7:59 p.m. Sheriff Petitgout gave the closing declaration.
