McDonough County Elms/Building and Grounds Committee met Oct. 8.

Here is the minutes provided by the committee:

The Elms/Building and Grounds Committee met on Tuesday October 8, 2019 at 7:00 p.m. The meeting was held at The Elms. Committee members in attendance included Chairman Larry Aurelio, Vice Chair Marcia Twaddle, Lee Calvert, David Cortelyou, Terra Litchfield, Bob Mahr, Paul Trimmer and Deckle McLean. Member Calvert was absent. Others in attendance included County Board Chair George Dixon, Allen Sheffler, Elms Administrator Tim Bledsoe, Sheriff Nick Petitgout, and Committee Secretary Stacey Alexander.

Chairman Aurelio called the meeting to order at 7:00 p.m.

Review and Approval of September 10, 2019 Minutes

Member Twaddle moved with second by Member Litchfield to approve the September 10, 2019 minutes. Motion carried on a voice vote.

Farm Report

Chair Dixon reported to the Committee information on the farm. The Elms does not own the farm. Revenue from the farm goes to the Elms to help with costs. If the Elm’s is sold the farm goes back to the heirs.

Administrator’s Report

Elms Administrator Tim Bledsoe gave the report. Census is at 77, with 3 being Medicare A, 7 Medicare B, 24 private pay, 5 Hospice Private, 41 Medicaid, 4 Hospice Medicaid. ADC 79.1% and Turnover percentage is 2.78%. Medicaid owes $553,292.67. Medicare owes $74,153.68. In September there were 6 admissions and 7 discharges. Third quarter discharges: 18 to community, 8 to private home, 2 to other nursing homes, 5 to funeral homes and 2 to assisted living and 1 to MDH.

Financial Report

Member Cortelyou moved with a second by Member Mahr to approve the September 2019 Financial Reports. Motion carried on a voice vote.

Elms Claims

Member Trimmer moved with a second by Member Twaddle to approve the Elm’s claims. Motion carried with a roll call vote of 7 yeas, 0 nays, 0 vacant and 1 absent.

Macomb Public Building Commission

No Report.

Zahrn Building

No Report.

McDonough County Maintenance Directors Report

Pest Control was in for their quarterly visit. ABC Fire came to the County and inspected all fire extinguishers. Work release has started working on the North and West doors of the Courthouse. New air conditioner unit was put in the Treasurer’s office. State’s Attorney’s filing cabinets on the east end of the basement hallway are going to be moved to the attic. Locks for the jail will be in on November 8, 2019 and they will start installation.

Approval of IMEG to prepare the Courthouse Foundation drain

Chair Dixon explained that the discussion was had last month and Dave Cortelyou, Mike Cox, and Maintenance sat down to discuss the issue. Member Cortelyou explained that they worried about the Law and Legal issues and that someone else should figure an estimate for those reasons. Dixon claimed after the heavy rain last time, there was water seeping through the floor on the west side of the Courthouse, what he would like to see them do, is have IMEG prepare a bid and in that same motion, give us authority to go ahead and advertise the bids. Chair Aurelio said he thinks we need to set a limit. They are all unsure of the limit for the project and they also are questioning prevailing wage. Chair Dixon said the other issue is, that Circuit Clerk Wilson has an account that is going to cover the cost of it up to $30,000.00. All agreed anything under $40,000 to get bids, after Member Cortelyou suggested.

Member Mahr made a motion to hire IMEG for specification bids, Member Cortelyou seconded. Motion carried on a voice vote

Member Cortelyou made a motion if Engineer bid is under $40,000 to go ahead and put the bid out for County Board, Member Litchfield seconded. Motion carried on a voice vote.

Building and Grounds Claims

Member Cortelyou moved with a second by Member Litchfield to approve the September Building and Grounds Claims. Motion carried on a voice vote.

Other

Chair Dixon told the Committee, the Board received 30 plus applicants for the Executive Assistant position, they had 14 strong applicants, Member Clark and himself went through all of them and they are interviewing four on Friday, October 11, 2019.

Chair Dixon also said, Kristen Terry has requested a couple functions on the square, one is October 19, 2019, not the Courtyard, just the inside of the square for Moon over Macomb, then again December 6 and 7 for Dickens on the Square Light Show on the Courthouse.

Member Cortelyou moved and Member Trimmer with a second to adjourn the meeting at 8:03 p.m. Motion carried on a voice vote.
