City of Pittsfield City Council met Nov. 5.

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, October 15, 2019, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Ann Moffit, and Aldermen Bill Grimsley, Ed Knight, Paul Lennon, Robert Ritchart, Robert Wilson, Kevin Wombles, and Robert Wood.

Mayor Hayden presided.

Alderman Lennon moved to approve the minutes of the October 15, 2019 Council meeting. Alderman Knight seconded the motion.

Roll Call: Yea: Grimsley, Knight, Lennon, Richart, Wilson, Wood (6)

Nay: None (0)

Present: Wood (1)

The motion carried.

Alderman Wombles moved to approve the Mud Run at Lake Pittsfield on April 25, 2020, as requested by Ashley Freesmeyer.

Alderman Lennon seconded the motion.

Roll Call: Yea: Grimsley, Knight, Lennon, Richart, Wilson, Wombles, Wood (7)

Nay: None (0)

Mayor Hayden suggested that the lake remain open past the normal closure date of November 15 due to the weather. Alderman Knight suggested that the gate to close the lake be moved behind the north side of the East boat ramp. This would allow the boat ramp as well as the Disc Golf Course to remain open. There would only be one route in and out and we have surveillance cameras to monitor traffic should we need to do so in the event of damage to the property. There was discussion about snow removal and the difficulty of placing gates in the location. Mayor asked that the matter be tabled until the next council meeting and asked the Alderman to go out and view the area.

Alderman Wood moved to allow the lake to remain open until the next council meeting on November 19, 2020, at which time the date of closure as well as the area of closure will be determined. Alderman Lennon seconded the motion.

Ordinance 1645 Gas Ordinance Amendment was tabled

Alderman Wood moved to approve Ordinance No. 1647, An Ordinance Providing for the Annual Tax Levy of the City of Pittsfield, Pike County, Illinois, on its first reading.

Alderman Ketchum seconded the motion.

Roll Call: Yea: Grimsley, Knight, Lennon, Richart, Wilson, Wombles, Wood (7)

Nay: None (0)

The motion carried.

Alderman Ritchart moved to suspend the rules of the 2nd reading of Ordinance 1647, as described above.

Alderman Wood seconded the motion.

Roll Call: Yea: Grimsley, Knight, Lennon, Richart, Wilson, Wombles, Wood (7)

Nay: None (0)

The motion carried.

Alderman Wood moved to approve Ordinance 1647, as described above, on its 2nd reading.

Alderman Ritchart seconded the motion.

Roll Call: Yea: Grimsley, Knight, Lennon, Richart, Wilson, Wombles, Wood (7)

Nay: None (0)

The motion carried.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Alderman Wombles seconded the motion.

The motion Carried.

Mayor Hayden advised that the Water Main Extension has been flagged and permits have been received and that work can be started.

There will be a TIPS meeting on November 13, 2019 from 10:30 a.m. – 11:00 a.m. This is an airport meeting with IDOT that normally occurs in Springfield, however due to medical issues with the Airport Manager they will have the meeting at City Hall.

Chris Davenport thanked the City for its participation in the parade for his son, Landon, on Friday. Mayor Hayden replied that the City was honored to be a part of the parade. Mayor Hayden also thanked Mr. Davenport for his participation and assistance with the Historic Preservation Committee.

Alderman Wombles moved to enter in closed session at 6:20 p.m.

Alderman Wood seconded the motion.

Alderman Wombles moved to enter in open session at 7:15 p.m.

Alderman Lennon seconded the motion.

The motion carried.

Alderman Ritchart moved to approve Chief Starman to make a job offer of a Police Officer position.

Alderman Wilson seconded the motion.

Roll Call: Yea: Grimsley, Knight, Lennon, Richart, Wilson, Wombles, Wood (7)

Nay: None (0)

The motion carried.

Alderman Ritchart moved to have Mayor Hayden draft a letter to IMGA to confirm The City of Pittsfield approves representation by Day Pitney and Blue Planet Energy Law on a matter involving Panhandle Eastern Pipe Line Company.

Alderman Wilson seconded the motion.

Alderman Knight moved to adjourn this meeting at 7:16 p.m.
