McDonough County Board met Jan. 15.

Here is the agenda provided by the board:

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse on January 20, 2020 at 7:00 p.m. roll call resulted in 17 present, 2 absent (Dixon and Cortelyou), 2 vacant. Sheriff Nick Petitgout made the opening declaration. Vice Chair Cox led the Pledge of Allegiance.

EXHIBIT 1

Elect McDonough County Chair. Member Nissen nominated Member Scott Schwerer for McDonough County Board Chair, second by Member Toland. No other nominations, Vice Chair Cox opened the floor for discussion and asked to keep the comments positive and honor the Board. Member Litchfield addressed the Board by asking, “I just wonder if Scott is our new Chairman, if we are going to still get to have the Hospital Board or the hospital come in quarterly,” Member Schwerer then said, he didn’t see any reason why they couldn’t. Member Litchfield states, her biggest thing was, she just kind of liked being kept up to date, what’s going on, all of us being informed, because she has people that ask her a lot what’s going on with the County, and she thinks the more we are informed, the more we can serve our people that elected us. Member Melvin, commented that she thinks that is a good idea of Terra’s to bring in Brian Dietz, the gal from Maedco, Kim Pierce, those organizations, she thinks that is a good thing that started and would like to see that continue. Member McGrew asked, we have to do this, the Vice Chair doesn’t just step in? Vice Chair Cox answered by saying no, Gretchen informed him of that and he checked with Kelly Murray and she sent the statute and he emailed everyone. Vice Chair Cox also said a year ago, that he thought they made everyone eligible. States Attorney Kwacala read the policy and procedures, six consecutive two years terms, but consecutive. Member Litchfield, but that was just adopted for last year? States Attorney Kwacala asked the two year extension? Member Litchfield, yeah, Kwacala answered to his recollection yes. Member Litchfield said if it’s not extended or, Kwacala, this isn’t consecutive, Member Litchfield said she understands that she was just wondering about, as far as, does it go back to the way it used to be. Kwacala said, they thought it was a one time, two year extension, but he would have to look to be certain. Member Litchfield states, she just hopes that Scott, we can all work as Board, because when we work as a Board together, we can get a lot of things done, this past year we hadn’t got a whole lot of stuff done because we had too much animosity or sabotage or whatever, but she’s hoping that we can all get along and get something taken care of, she also hopes that Mike is going to be Vice Chair and you would help him and maybe he would be interested next year or so to be the Chair. Member Schwerer stated that Member Aurelio will attest to him working very close with the Vice Chair, Member Aurelio stated that he kept him very well informed and he thinks he will do the same with Mike. Member Litchfield, again, like she said, that’s fine if you keep each other informed, but she really think it helps a lot with all of them entirely here, because we are here to do what’s best for the County and she thinks that we all need to kind of know what’s going on, she appreciates Mike with the thing coming up last week on that proclamation, he wanted to let us all know what’s going on and she really appreciated that, that’s what she said, I just think we need to have some transparency here and like I said, let’s all work together and I think we can get a lot of stuff done and I think we can do good for this county.

Vice Chair Cox entertained a roll call vote, passed on 14 yeas, 2 nays, 2 absent, 1 pass, 2 vacant.

Chair Schwerer addressed the Board and told them he would like to thank each and every one of the Board Members and he will take all the comments that were made here under advisement and he appreciates those very much.

Member McGrew motioned to approve the minutes of the December 18, 2019 meeting, with a second by Member Trimmer. Motion carried on a voice vote.

The report from Stephanie Hilton, Public Defender, for the month of December 2019 was received and filed.

EXHIBIT 4

The report of Sales Tax collected in November 2019 was received and filed.

EXHIBIT 5

The report of Balances and Investments from County Treasurer Graves for the month of December 2019 was received and filed.

EXHIBIT 6

The report of Circuit Clerk Wilson for the month of December 2019 was received and filed.

EXHIBIT 7

The report from County Clerk DeJaynes on Warrants Issued in Vacation for the month of December 2019 was received and filed.

Member Toland motioned to approve the report of the Finance Committee as read, with a second by Member Aurelio. Motion carried on a roll call vote of 17 yeas, 0 nays, 2 absent, 2 vacant as Exhibit 9A.

EXHIBIT 10

Member Nissen motioned with a second by Member Marcott to dispense the reading of the claims report and to approve it as approved by the Claims Committee. Motioned carried with a roll call vote of 17 yeas, 0 nays 2 absent, 2 vacant as Exhibit 10A.

Motion to approve FY 2020 McDonough County Coroners Grant by Member Aurelio, second by Member Mahr. Motion carried on a roll call vote of 17 yeas, 0 nays, 0 pass, 2 absent 2 vacant. Exhibit 12A.
