McDonough County Human Resources and Planning Committee met Jan. 9.

Here is the agenda provided by the committee:

The Human Resources and Planning Committee met on Thursday, January 9, 2020, at 7:00 p.m. The meeting was held at the McDonough County Courthouse, 3rd floor Law Library. Committee Members in attendance included Chair Letha Clark, Vice Chair Mike Cox, Larry Aurelio, Michael Kirby, Terra Litchfield, Deckle McLean and Dave Nissen. Others in attendance included Bonnie Skripps, Karen Blakely, Eric Blakely, Administrative Assistant Danette Phelps.

Chair Letha Clark called the meeting to order at 7:00 p.m.

Review & Approval of December 12, 2019 Minutes

Member Litchfield moved, with a second by Member Kirby, to approve the December 12, 2019 minutes. Motion carried on a voice vote.

Animal Control Report

Chair Clark reported. 29 dogs were picked up, 5 reclaimed, 9 adopted and one sent to rescue. Of the 14 remaining dogs, 9 are court case dogs. Court case is scheduled for 2/18/20. There were 383 total animal adoptions for 2019.

Policies & Procedures

Chair Clark requested that any additional suggested revisions for the policies and procedures manual be sent to her, so that can be given to the State’s Attorney for review.

In order to construct the structure to cover the kennels, prevailing wages will need to be paid, unless the labor is provided by volunteers. It was suggested that maintenance employees provide the labor. Member Aurelio will speak with them regarding this, as well as Chair Clark. Chair Clark is in the process of checking to see if inmates would be able to provide some labor.

Senate Bill 131 requires the vaccination of all cats when presented to a veterinarian for care effective January 1, 2020. A certificate of vaccination must be provided to the owner at the time of service. Counties have the option to require registration of cats and to charge a fee. There will be no cat registration required by McDonough County at this time or likely in the near future, due to lack of manpower.

Humane Society:

Bonnie Scripps reported. There will be a showcase at the March 24th meeting at the American Legion. Copies of the current newsletter were distributed. There will be an update on the building campaign at that time. The spay/neuter transport is full for February and March. It is a highly used service.

GIS Update

Chad Sperry, GIS Center Director, attended and gave a brief presentation on the work the GIS Center does for the county and its many attributes. They are working with the census group. Modernization of the 911 system is in progress. An aerial flight is tentatively scheduled for March or April.

Claims

Member Aurelio moved, seconded by Member Nissen, to approve claims as submitted. Motion carried on voice vote.

Other

Dr. Karen Blakeley presented information regarding a concern that she has related to the Animal Shelter and the committee discussed her concerns.

Board Chair Cox announced that there will be a reorganization of the board at the Board Meeting on January 15, 2020. A new chairman will be elected.

He also announced the resignation of Administrative Assistant Danette Phelps effective 4 p.m. on January 15, 2020.

Adjourn

Member Kirby moved, with a second by Member Litchfield, that the meeting adjourn. Motion carried on a voice vote. With no further business to discuss the meeting adjourned at 7:59 p.m.
