City of Bushnell City Council met April 6.

Here is the minutes provided by the council:

Mayor Wilt called the meeting to order.

The Pledge of Allegiance to the Flag was given.

Roll Call

Treasurer

*City Treasurer Dan Cortelyou had emailed to everyone a summary of the budget. Cortelyou Stated that this was the first reading and that with the businesses being shut down we are going to lose out on revenue. That being said we may have to amend the budget to take care of these issues.

*Cortelyou stated that there would be a public hearing on April 20th at 5:00 to go over the budget.

Consent Agenda

Ald. Lorton made a motion to approve the consent agenda, which included the following items:

1. Approval of Minutes from March 16, 2020

2. Approve February 2020 Financial Report

2. Accept & Approve March 2020 bills.

Ald. Yocum seconded the motion. A roll call vote was taken with the results as follows:

Where upon Mayor Wilt declared the motion carried.

Ad Hoc (Mayor’s Report)

1. Mayor Wilt stated that April 1st was census day. If you haven’t filled yours out, do so now.

2. Mayor Wilt asked the council to set an example for the Shelter in Place and please follow the guidelines. She also urges everyone to be understanding with people and be kind.

3. Mayor Wilt thanked Justin Griffith and David Raymond and all the city workers for doing such a good job in taking care of our city.

4. Mayor Wilt stated that she wants to do a college graduation for everyone in the city who graduated from college this year. She would like to do something in the east park for them.

She is contact with the High School to make sure something will be done for them also.

5. Mayor Wilt stated that at this time there is no change to the property taxes or the due dates.

6. Mayor Wilt has contacted Norine Hammond about our grants. Some of those grants have Time limits to when they need to be spent. Hammond is going to check to see if we can get extensions on those.

7. Mayor Wilt got a request from someone wanting to have chickens in town. The ordinance States you can have chickens in town as long as they are 100 ft. from any neighbors.

8. Mayor Wilt acknowledged Deanna Keeny for making masks for the city workers. Thank You. Personnel/Finance/Budget

*Ald. Norton stated that he has not heard from the FOP, but they have a verbal agreement and a hand shake.

Public Works-Street/Sewer/Alley

*Public Works director Justin Griffith stated that we have ordered the sanitation stations for every shop and offices.

*Griffith stated there are a couple of sink holes that they will be working on.

*Greg Fulkerson of TEST stated that the would be putting in a new high service pump at the Water plant.

*Eric Moe from IMEG gave updates on several projects via telephone- Televising of the storm sewer by Hoerr is complete. Change order with UCM is in the UCM for signature before submittal and approval by the city. SW sewer - Televising is partially complete. Manholes in the Cultivated field has been uncovered and opened for the televising. Shop drawings from D&L have been reviewed and sent back to D&L. Deep Well project – waiting on approval of environmental and grant agreement to proceed with bidding.

Police/Liquor/ESDA

*Next meeting April 13, 2020 at 4:00 at the complex.

*Mayor Wilt made a proposal to the council to take 50% off the liquor license for those Places that are closed. After much discussion the council decided to table it until next Meeting.

Real Estate/Parks/Recreation

*Nothing to report

MAEDCO

*Director Kim Pierce informed the council that there are several different grants and Loans out there for small businesses.

*Pierce warned everyone to be on the lookout for scams, they are out there trying to get your bank information. Please look out for your neighbors, families and friends. Contracts

*Nothing to report

Attorney’s Report/Ordinances & Resolutions

*City Attorney Chuck Laegeler stated that he is still working on the American Tower Contract.

Ald. Allen made a motion to adjourn.

Meeting was adjourned at 6:37
