McDonough County ESDA & Claims Committee met Feb. 12.

Here is the minutes provided by the committee:

The ESDA & Claims Committee held its monthly meeting beginning at 7:00 p.m. The meeting was held at the McDonough County Courthouse, 3rd Floor Law Library. Committee Members present were Chair Dave Nissen, Vice Chair Letha Clark, Joe Erlandson, and Julie Melvin. Members Dick Marcott and Trevor Toland were absent. Also present was ESDA Director Edgar Rodriguez, County Board Chair Scott Schwerer, and County Clerk Gretchen DeJaynes.

Chair Nissen called the meeting to order at 7:00 p.m.

Approval of January 14, 2020 Minutes

Vice Chair Clark moved, with a second by Member Melvin, to approve the January 14, 2020 minutes as submitted. Motion carried on a voice vote.

Census Update

Diane Blue explained the Census Grant that McDonough County will be administering. She explained that she is only with the WIRC Grant for the Census.

ESDA Director Report

ESDA Director Edgar Rodriguez gave report. The process of implementation of the McDonough Alert System successfully continues. Text to Opt-in received 621 signups, currently 451 web registration with personalized preferences. Sent 23 notifications in January, 2 testing the system, 2 travel advisories and 19 weather advisories, watched and warning, 11 in February, 3 travel advisories and 8 weather advisories, watched and warning.

Also, now fully certified by FEMA to send Wireless Alerts and Emergency Alerts (WEA/EAS) using Federal Alert System. Edgar has conducted two tests of this system and a live test visible to the public will be conducted in September of 2020. They will inform the public closer to September.

County Chair Schwerer asked Edgar if they opened any warming centers last week. Edgar explained that he is only able to open emergency centers in case of Emergency.

Memorandum of Understanding McDonough County Alert System

Memorandum of Understanding McDonough County Alert System with the City of Macomb and Bushnell. Vice Chair Clark moved to accept Memorandum of Understanding McDonough County Alert System and send to full Board, Member Erlandson seconded. Motioned carried on a voice vote.

County Chair Schwerer asked Edgar about the Intergovernmental Agreement that George had previously signed, if that was what handles Edgar’s salary, reimbursement for his salary.

Rodriguez said yes. County Chair Schwerer explained, they didn’t need to do anything with this at ESDA & Claims, but it needed to go to full Board, because it has never passed County Board, it is on the Agenda for February Board, the Auditors will require Board approval.

Approval of Claims

Member Erlandson moved, with a second by Vice Chair Clark, to approve the claims as submitted. Motion carried on a voice vote.Other

Adjourn

Vice Chair Clark moved to adjourn the meeting, with a second by Member Melvin. With no further business to discuss, the meeting was adjourned at 7:48 p.m.
