City of Bushnell City Council met April 20.

Mayor Wilt called the meeting to order.

Treasurer
*City Treasurer Dan Cortelyou stated that nobody showed or asked questions pertaining to the 2020-2021 budget at the Public Hearing held today. He also informed council that he had made up a spreadsheet so we could keep track of the specific funds due to the Covid-19.

*Cortelyou brought up ACH payroll, we have the program in our system already, and we would just need to get everyone’s bank information. The council agreed to this with a general Consensus.
Consent Agenda
Ald. Lorton made a motion to approve the consent agenda, which included the following items:
1. Approval of Minutes from April 6, 2020
2. Accept March Financial Report.

Ad Hoc (Mayor’s Report)
1. Mayor Wilt stated that the VFW Women’s Auxiliary are making masks. They have given them to the hospital, the worker’s at Wal-Mart and others around the area.
Many thanks to Wal-Mart for their generous donation of $100 in fabric for this project.
It’s not just the Auxiliary doing this it is ladies from the community also. Please Thank these people if you see them.
2. Mayor Wilt stated that she had been on a call with the White House and President Trump addressed the people on the phone. She is also doing weekly calls to keep up on what’s going on. As well as twice weekly calls with the governor.
3. Mayor Wilt reminded the council members to turn in their time sheets so they can get paid at the end of the month.
Personnel/Finance/Budget
*Ald. Norton stated that he had looked over the FOP contracts and there are a few changes to be made. He sent them back and will wait for them to send them back to us.
*Next meeting April 30, 2020 at 5:00 at the City Hall to go over end of month bills.
Public Works
*Ald. C Howell stated that while they were doing some televising at the S/W sewer they discovered a manhole that had been covered up. The manhole is located on the west side of elevator where the rail line used to run. Tri-Oaks as well as the city did not know that it was there. The cost to repair the open pipe with a sleeve will be $3300.00, Tri-Oaks has agreed to pay half of this repair cost. The committee recommends we allow IMEG to proceed with the repairs. The council agreed with a general consensus.
*Ald. C Howell stated that the water lab testing is due. The state’s quote with shipping was $3,000. Test had a bid of $2,148.00 and no shipping cost.
Ald. C Howell made a motion to have Test do the water lab testing for 2020. Ald. Norton seconded the motion. A roll call vote was taken with the results as follows:

*Ald. C Howell stated that Greg Fulkerson from TEST would like the city to bore a line for the electrical controls for the #4 well project. He is going to have Britton Electronics give us a bid to do the electrical work.
*Ald. C Howell stated that the city did not get included on the county’s bid tab. With that being said the city will have 12,000 gallons to use this year. This will do approximately 30 city blocks. Justin Griffith and David Raymond will meet with Megan from IMEG to decide what streets will be done.
*Public Works director Justin Griffith informed the council that they had around 100 people who didn’t pay their utility bill last month. That comes to a total of about $26,000.00.
*Griffith also stated that the City Dump will be closed for the Week of May 4 to do some cleaning and put some new rock on the road.
Police/Liquor/ESDA
*Minutes from the April 23, 2020 meeting.
*Ald. Lorton stated that the police officers have gone to 12 hr. shifts in order to minimize contact between officers.
*Ald. Lorton stated the committee discussed the upcoming liquor license that are coming due May 1, 2020 and suggested we give 2 months credit and make the initial fees due on July 1, 2020. Mayor Wilt proposed that we give them 2 quarters credit. It Was suggested that we waive the initial fees until July 1, 2020 and then come back and discuss the cost between now and July 1, 2020.
Ald. Lorton made a motion to waive initial fees on liquor license until July 1, 2020 for those businesses that are affected. Ald. Norton seconded the motion. A roll call vote was taken with the results as follows:

*ESDA director Jeff Rench stated that he had a meeting with McDonough County Health department and some other individuals just to update everyone on the current status of the Covid-19 crisis. Rench stated that the Health department was going to start stockpiling the PPE equipment and the local fire departments were going to have to find their own supplies.

*Kim Pierce MAEDCO Director stated they were swamped with taking inquiries with The PPP program and that program will be funded for round 2.
*Pierce urged any businesses with any questions to please contact her.
*Pierce stated that the manufacturers are going on a day to day basis.

Contracts
*Ald. Glisan stated that he wanted a copy of the Waste Management contract emailed To the City Attorney and the Treasurer for them to look over to be ready for their exit payment.
Attorney’s Report/Ordinances & Resolutions
*City Attorney Chuck Laegeler stated that the courts were closed so no ordinances or liens can be worked on.
