City of Bushnell City Council met May 18.

Here is the minutes provided by the council:

Mayor Wilt called the meeting to order.

The Pledge of Allegiance to the Flag was given.

Roll Call

Ald. Donna Coates - P        Ald. Greg Yocum –P        Mayor Robin Wilt – P                  Public Works Director Justin Griffith -P

Treasurer

*City Treasurer Dan Cortelyou stated the revenues coming in are basically flat or down 15%

Consent Agenda

Ald. Lorton made a motion to approve the consent agenda which includes.

1. Approval of Minutes from May 4, 2020

2. Accept April Financial Report.

Ald. Coates seconded the motion. A roll call vote was taken with the results as follows:

Where upon Mayor Wilt declared the motion carried.

Ad Hoc (Mayor’s Report)

1. Mayor Wilt stated she had been contacted about having yard sales. After checking with The Health Department she was told NO to yard sales.

2. Mayor Wilt mentioned that letters of support for the DCEO grant were written on the city’s Behalf by Kim Pierce, MAEDCO Director, Norine Hammond , State Representative and Jil Tracey, State Senator.

3. Mayor Wilt stated that she had been contacted about having a movie at the High School parking lot. She is looking in to making something like this happen.

Personnel/Finance/Budget

*Ald. Norton recommended a wage increase for non-bargaining personnel which includes:

1.) HI: Continue Premiums Cost Share @ 90/10%

2.) IMRF: Continue Current Support

3.) Full-Time Hourly Employees (non-bargaining unit) to receive an increase of $0.55/hr.

4.) Supervisors: To Receive an increase of $1250.00/yr.

5.) Crossing Guards: Increase up to $13.00/hr.

6. ESDA Coordinator: No change, to remain @ $3,250.00/yr.

7. ACO: No change, to remain @ $440.00/mo.

8.) Web-Page Maintenance: No change, to remain @ $1,000.00/yr.

9.) Par-time Police: To receive starting base wage of Current FOP Contract. Currently @ $17.24/hr.

All increases are retro back to May 1, 2020.

Ald. Lorton made a motion to approve the wage increase for non-bargaining personnel. Ald. Yocum seconded the motion. A roll call vote was taken with the results as follows:

Public Works

*Public works director Justin Griffith stated that MTC is pursuing getting fiber down to the tank company. They cannot take it down the road but they could go down the south side.

*Griffith stated the city was down $61,000 in back utility bills.

Police/Liquor/ESDA

*Minutes from the May 11, 2020 meeting

*Ald. Lorton recommended the parade route for graduation follow the homecoming parade route but continuing on Hail St. to route 9/41 and north on route 9/41 out of town.

Ald. Norton made a motion to approve the parade route for the graduation parade. Ald. Allen seconded the motion. A roll call vote was taken with the results as follows:

Real Estate/Parks/Recreation

*Ald. Coates stated that Donnie Brush had cleaned up a trailer and had done an excellent job.

MAEDCO

*MAEDCO director Kim Pierce stated that there is still quite a bit of money left in the Second round of the PPP grants.

*Pierce also stated that if the shutdown lasted past June it would detrimental to the Small businesses.

Engineering

*Eric Moe of IMEG stated the SW sewer lining work is moving along and the manholes That lay in cultivated area have been covered now. He also stated the Davis street Storm sewer has been lined.

Contracts

*Nothing to report.

Attorney’s Report/Ordinances & Resolutions

*City Attorney Chuck Laegeler stated that the restrictions on the courts were starting to open up, so he would be able to move forward with outstanding civil cases.

Ald. Allen made a motion to adjourn at 6:26
