Hancock County Finance, Fees and Salaries Committee met May 14.

The Finance, Fees and Salaries Committee met in the County Board Room at 9:00am. Members present were Wayne Bollin, Janet Fleming, Mark Menn, Mark Hanson, Steve Bolton, Bryan Stevens, and Harry Douglas. Absent was Delbert Kreps, Chairman of the Board.
Kris Pilkington, County Treasurer entered the meeting and passed out the Budgetary Status Reports and reported that the State is really up to date on the reimbursements. Kris also stated tat the Auditors are here today and tomorrow and had a lot done before hand so is going well. Kris also stated that the tax bills first installment would be around the first of July. Kris asked about the resolution that the county in going to review on Tuesday on the penalties and stated this was going to affect her tax bill. The members discussed this at length and stated that they felt mostly we should not pass this resolution. Mark Menn stated that Hamilton was going to be in a bind if don't get any money till late. Also, was reported that the Ambulance did get some money from Cares Act and the County Health Dept. got some from Cares Act and Critical Care Grant to help them.
The members also discussed the resolution for the opening of the business and it will be discussed at the full board meeting. It is already out due to the posting of the County Sheriff's announcement that he is going to prosecute anyone that does, but some are concern about tax money reimbursement coming from the State. Harry stated that maybe we should watch and see what happens to the Counties that have already passed this resolution before we do anything. Kris stated she would like to kept inform of what decisions will be made as she probably won't be at the full board meeting.
Tom Rodgers entered the meeting and gave an update on the Downstate loan money and stated he only know of one application so far. The members stated that in the paper it stated that today was the last date to file applications. This was discussed at length how the money was to be handled, and Kris suggested she go ask the Auditor to come over and gives her opinion. The Auditor didn't know to much about it but some one in the County will have to be responsible for it and most likely it would be the County Treasurer to get receipts form people and give out the money. The auditor also updated some questions on the different funds. Mark Hanson stated that Tom Scheetz called him about using the GIS funds if needed, and the auditor stated if we did, it would be a loan and have to be paid back to the GIS fund. The auditor was asked her opinion on the Bad Debt situation with the ambulance. Some felt shouldn't be wrote off till all things have been tried to be collected. She stated it could be put in another Accounts Receivable Fund till the collection agency is done trying and then could be wrote off at that time. Janet stated she thought at the meeting it was decided to wait until the new person who takes Terry's place and then let her give them some guidance.
Bryan Stevens stated he did talk to Jill Tracey and Randy Freese at the Farm Bureau meeting and they are deeply concern about the counties, but their hands are tied as they can't even meet to discuss.
Thirty-six claims were reviewed for payment by the members. After reviewing a motion was made by Bryan Steven to present these claims to the full board for payment. Mark Hanson seconded the motion. All voted aye. Motion carried
Wayne did inform the members about a livestock farm going up around La Hapre and he will give it to Kerry to run an ad in the paper, and then if anyone opposes within 30 days they will have to hold a hearing.
Having nothing further to discuss a motion was made by Steve Bolton to recess until June 11, 2020 at 9:00am. Harry Douglas seconded the motion. All voted aye. Motion carried.
