Hancock County Miscellaneous and County Health Committee met May 12.

The Miscellaneous and County Health Committee met in the County Board Room at 6:30pm. Members present were Mark Hanson, Vice Chairman, Pat Cramer Dennis Castlebury, Tom Rodgers, Stephen Finney, and Gary Dittmer and Janet Fleming, Chairwoman. Absent were Delbert Kreps, Chairman of the County Board.
Mark called the meeting to order and Rachel Mast, States Attorney was absent so he stated we would move on to Terry Griffin, EMS Director. Terry introduced Jenny Meeks to the members and Janet Fleming read her resume to the committee. The members of the hiring committee are very happy to have Jenny and she is overly qualified for the position. After discussing a motion was made by Tom Rodgers that we recommend to the full board to hire Jenny Meeks as interim for Terry's position when she retires. Dennis Castlebury seconded the motion. All voted aye. Motion carried.
Terry informed the members of the Accounts Receivable and how it is doing, and stated that since the Bad Debt wasn't written off last month for $11,152.20 it was put back in the Accounts Receivable, also there wasn't any bad debts in April.
The contractual Allowance for this month is $72,477.57. A motion was made by Janet Fleming to approve this amount. Pat Cramer seconded the motion. All voted aye. Motion carried.
Terry discussed with the members what to do about the Bad Debt and she stated that Jenny had done some of this and suggested that we wait until Jenny gets in and starts working and let her give them ideas on what to do. A motion was made by Tom Rodgers to wait on the Bad Debt problem until Jenny gets to working and gives us some idea. Janet Fleming seconded the motion. All voted aye. Motion carried.
Terry stated she didn't know much on the Dallas City Fire District EMS and felt Rachel Mast could give a better answer. However, she does have the bill for April, that is $1800.00 and will be mailing it to them Certified mail. So far, the amount is about $4000.00 they owe us.
Terry stated that the grant for $38,000.00 is through Phase 1 and have a few more papers to fill out and we should have the money. Also, she informed the members that she did receive a Grant for $25,778.99 from the Cares Act, and we don't have to pay this back.
Amy Hall and Maleita Finney with the County Health Department were on the conference call and gave an update on the Covid-19 and so far, the County has had Twelve confirmed cases and of those seven have recovered. They Stated they did get a grant for local health in the amount of $37,299.00 and it goes from March 16, 2020 to March 16, 2021 to be used for educate and help with the Covid-19 crises, and infections. She stated that she also got a grant from the Cares Act in the amount of $32,909.17, to help them out and if anyone needs supplies to contact Maureen Crawford she does have some and will get them to you. She stated they go by the state compliances and if anyone wants to look them up they can go to Illinois Dept. of Commerce and get the latest information. The members ask her about the
County having a resolution about opening up the county businesses and she said they just educate the people and that's all. The State and Local Law Enforcement would be the ones to enforce it.
Jack Curfman, ESDA Director stated that he did check with Bergmans and the cost of a pump is $500.00 more than any place he has checked. He also checked with Prairie Winds on housing a safe place for people with Covid-19 if they need a place to quarantine, and the owner stated he wanted no part of it.
Jack also talked to the Niota Fish Market on cleaning up the mess and they gave him the Adjusters phone number and Jack called him. He stated he would call them again, they are just waiting on them to get it cleaned up and the will be paid. The Niota brush pile is burnt so all the furniture and mess is gone from there and he didn't get time to get anything done on the Warsaw permit. He did get the ESDA building all painted and done and there is a claim for it with the bills. Jack had a total of 4 hours and 73 miles on the Floodplain work.
Mark ask Tom if he was going to the Finance meeting and give them a report on the Downstate loan money and what is happening with it and Tom stated he would be there,
Thirty-three claims were reviewed for payment by the members. After reviewing a motion was made by Dennis Castlebury to present these claims to the full board for payment. Pat Cramer seconded the motion. All voted aye. Motion carried.
Having nothing further to discuss a motion was made by Tom Rodgers to recess until June 9, 2020 at 6:30pm. Janet Fleming seconded the motion. All voted aye. Motion carried.
